Regions call for CAP regulations to include quantified environmental targets to be met by all Member States by 2027  

European Parliament ENVI Committee vote on the CAP Strategic Plans: good, but where are the proposals?

In response to the vote on the report on the strategic plans to be drawn up by the Member States under the new common agricultural policy (CAP), the European Committee of the Regions (CoR) reiterates its call for a minimum of 30% of the national payments envelope to be devoted to eco-schemes — measures going beyond the basic climate and environmental conditionality requirements — and for quantified targets to be included in the regulations.

In its report (adopted on 14 February) on the strategic plans to be drawn up by the Member States under the common agricultural policy (CAP), the European Parliament's ENVI Committee argues that the delivery model should not give rise to 27 separate national agricultural policies as this would endanger the foundations of the CAP and generate distortions. However, the MEPs on the ENVI Committee consider that these strategic plans should leave Member States a degree of flexibility within a robust common regulatory framework.

The ENVI Committee suggested establishing a list of agricultural practices beneficial for the climate and the environment. The European Committee of the Regions (CoR) considers that these proposals are not enough to curb distortions of competition between Member States and to meet the climate and environmental challenges.

Guillaume Cros (FR/PES), Vice-President of the Regional Council of Occitanie and CoR rapporteur on CAP reform, explains: "We are calling for each Member State to allocate a minimum of 30% of first pillar funds to eco-schemes and for quantified, measurable common European objectives for the national strategic plans to be included in the Regulation".

In its report adopted on 5 December, the CoR proposes five quantified environmental targets to be achieved by 2027 by all the Member States, namely:

  • a 30% reduction in greenhouse gas emissions from agriculture in the Member State;
  • a doubling compared with 2017 of the land area used for organic farming in the Member State, or at least 30% of the utilised agricultural area of the Member State;
  • a minimum 30% reduction compared with 2017 in the use of pesticides in the Member State;
  • a gradual and planned end to cage rearing throughout the European Union;
  • a guarantee that 100% of surface water and groundwater will comply with the Nitrates Directive, without exemptions, in the Member State.
