WRITTEN STAKEHOLDERS' CONSULTATION European Climate Law establishing the framework for achieving climate neutrality  

​​​​​​​Considering the current circumstances, the European Committee of the Regions' ENVE Commission would like to launch an online stakeholders' consultation aimed at feeding into the preparation of its upcoming opinion on the European Climate Law: establishing the framework for achieving climate neutrality which was published on the 4th of March 2020 by the European Commission (EC) as part of the European Green Deal.

With this Plan, the EC seeks to place the climate-neutrality objective within an appropriate legal form and establish the framework for achieving this objective by setting a pathway towards it and enhancing certainty and confidence on the EU's commitment for businesses, workers, investors and consumers, as well as transparency and accountability.

This online consultation, aimed at providing the rapporteur Juan Manuel MORENO BONILLA (ES/EPP) and his expert with comments and suggestions, is open to representatives of local and regional authorities (LRAs) and their stakeholder associations. Experts, officials of EU institutions and think tanks are also invited to contribute.

To frame the discussions, the rapporteur is sharing with you his ENVE commission working document containing some general and other more specific questions structured around the following three aspects:

  1. Objective and trajectory
  2. Assessment of progress
  3. Public participation

The rapporteur's working document is currently available in all languages.

You are kindly invited to share with us your written contributions related to the opinion by ​22 of April or simply reply to the questions raised by the rapporteur in his work document by sending them to mario.grubisic@cor.europa.eu and enve@cor.europa.eu  In addition, please note that the rapporteur and his team is also available for online meetings and chats upon request and when appropriate.
