4th NAT commission meeting

The 4th NAT commission meeting will take place on Friday 18 September 2020 from 11:00 to 13:00 and from 14:30 to 16:30 at the European Committee of the Regions, Rue Belliard 99-101, Brussels room JDE 52.

In light of the current Covid-19 situation, the meeting will be held by videoconference only.


The following opinions will be discussed:

Towards more sustainable tourism for EU cities and regions

Rapporteur: Manuel Alejandro CARDENETE FLORES (ES/renew E.)​

"Sustainable Tourism" has been the main focus of the political discussions around tourism before the COVID19-crisis. Overtourism, Contribution of tourism to climate change, waste management, preservation of touristic sites and establishing a sustainable tourism infrastructure were some of the issues of that debate. In the COVID19-crisis, tourism was and still is one of the most severely hit economic sector with dramatic negative consequences. This opinion on "Sustainable Tourism" takes a look at both sides of this debate, showing ways out of the current tourism crisis towards a more sustainable and resilient tourism of tomorrow.

 

From Farm to Fork – the local and regional dimension

Rapporteur: Guido MILANA (IT/PES)

Farm to Fork" Strategy is a key part of the European Green deal. It aims at making food systems fair, healthy and environmentally friendly while looking at the whole value chain, from production to consumption, including consumer information, food safety, animal and plant health, fisheries and the agri-food sector.

The opinion aims at bringing forward a local and regional dimension to the strategy, looking into how L&RA can play a role in monitoring and helping with the implementation of the Strategy and contribute at their level in building more resilient and sustainable food systems, by focusing on the promotion of local food chains and small-scale sustainable production.

 

EU Strategy for Rural Revival

Rapporteur: Enda STENSON (IE/EA)

In the CoR's view, the new long-term vision for rural areas should be translated into a concrete policy framework – the rural agenda – as requested by the European Parliament, the European Economic and Social Committee and the European Committee of the Regions and as mentioned in the Cork 2.0 Declaration

 

EU4Health Programme

Rapporteur: Nathalie SARRABEZOLLES (FR/PES)

The EU programme EU4Health aims to strengthen Europe's health systems to respond better to future major cross-border crises, such as the Covid-19 pandemic. Besides better protection against and management of crises by strengthening member states' health systems and delivering better care, the EU4Health programme also aims to improve health and foster innovation and investment.​


A Reinforced Union Civil Protection Mechanism

Rapporteur: Alberto CIRIO (IT/EPP)

The opinion will focus on the European Commission's Proposal for a decision of the European Parliament and of the Council amending Decision No 1313/2013/EU on a Union Civil Protection Mechanism, COM(2020) 220 final, analysing it from the point of view local and regional needs and circumstances, taking into account lessons learnt in the current COVID-19 crisis, including aspects such as the need to strengthen the emergency and disaster response capacities and increase the resilience to disasters not only at EU level but also national and sub-national levels, the proposed €2 billion reinforcement of rescEU under the Next Generation EU instrument as well as the need for sufficient long-term budget, proposing changes and making recommendations to the legislative proposal.

Agroecology

Rapporteur: Guillaume CROS (FR/GREENS)

The Covi-19 pandemic has shown this spring the importance of food security focusing on supplies first provided by our rural territories. The agroecological approach seems relevant to respond to the challenges we are facing: It reduces the carbon footprint of agriculture, supports restoring natural and agricultural biodiversity, ensures or restores soil fertility, increases the economic resilience of developing farms, in particular short supply chains.
