​​​​​​​​​​​​​​​​​​​​​The 27th session of the Conference of the Parties (COP 27) to the United Nations Framework Convention on Climate Change (UNFCCC) will take place from 6 to 18 November 2022 in Sharm El-Sheikh, Egypt. As part of the delegation of the European Union and member of the LGMA (Local Governments and Municipal Authorities) constituency, which represents local governments and municipalities worldwide, the European Committee of the Regions will be attending COP27 to continue advocating a formal role for subnational governments in international climate governance and the implementation of the Paris Agreement.​

​Climate a​​ction: Together for Implementation

The COP27 aims to bring countries together to take forward coordinated climate action as the planet faces unprecedented heatwaves, fires and floods. Last year, almost 200 countries united in Glasgow and committed to taking action on climate change, resulting in the Glasgow Climate Pact. This year, Parties must accelerate global climate action through emissions reduction, scaled-up adaptation efforts and enhanced flows of appropriate finance.

COP27 will be an opportunity for countries to fulfil their pledges and commitments to delivering the objectives of the Paris Agreement, review their climate ambition by updating Nationally Determined Contributions (NDCs), and create a work programme for more ambition on climate mitigation. In Sharm El-Sheikh, Parties will also work on defining the Global Goal on Adaptation in order to place adaptation to global warming at the forefront of the action agenda. Moreover, developed countries are expected to make progress on their commitment to deliver USD 100 billion annually in order to align financial flows with the objectives of the Paris Agreement.

Building on the recognition in the Glasgow Climate Pact of the "urgent need for multilevel and cooperative action" and in close partnership with international networks, the European Committee of the Regions will continue advocating a formal role for subnational governments in global climate governance. Under the headline "Together for Implementation", COP27 is the ideal opportunity to give cities and regions the recognition they deserve as crucial actors in the fight against global warming.
