EU Clean Energy Package: regions and cities must go beyond targets if Europe is to deliver Paris climate goals  
President Lambertz: EU's new 32% renewable energy and 32.5% energy efficiency targets by 2030 are a step forward when a leap is needed

said: 'The EU has set the pace in the global race against climate change and is starting to deliver on its promises set out in Paris. The renewable energy and energy efficiency targets are an important step towards Europe's sustainable energy transition. By putting consumers at the heart of the energy transition, the new deal allows citizens, local authorities, small businesses and cooperatives to become active players in the energy market by producing, consuming and selling their own renewable energy. Nevertheless, the targets are a bare minimum and only a step forward when a leap is needed if we are to achieve what cities and regions want: a carbon neutral world by 2050. Local and regional governments are and will continue to go beyond EU's energy and climate targets as shown by nearly 8.000 cities and regions that have signed up to the EU Covenant of Mayors.'

Cor Lamers (NL/EPP), Mayor of Schiedam and the chair of the CoR's ENVE commission said: 'Setting the 2030 target for renewables at 32% is certainly positive. However, an energy efficiency target of 32.5% risks undermining the savings potential of the energy transition along with the economic benefits for both producers and consumers. We reiterate our call for a 40% energy efficiency target for 2030 and expect the European Commission to back this option in the 2023 upgrade. On financing, we remain cautious as to see whether the next EU budget will reinforce climate action at local and regional level with direct programmes and financial support mechanisms.' 

Andrew Cooper (UK/EA), Kirklees City Councillor and rapporteur of the CoR's opinion on Climate Governance after 2020, said: "The share of renewables in the energy mix by 2030 compromises the EU's commitments made under the Paris agreement though the open door to upgrade the targets in 2023 is welcome. On governance, we welcome the inclusion of "Multi-stakeholder dialogues" yet we need evidence local and regional authorities will be involved in the definition of national energy and climate plans and have their achievements included in national inventory reports.'

The CoR will adopt Cllr Cooper's climate governance opinion during its plenary session of 4-5 July 2018 during which a high-level debate on climate and the Paris agreement will take place with the presence of Miguel Arias Cañete, EU Commissioner for Climate Action & Energy, Tomasz Chruszczow, High-Level Climate Champion and Special Envoy for Climate Change of the Polish Government responsible for overseeing the COP24 negotiations, Ashok Alexander Sridharan, Mayor of Bonn and President of ICLEI (COP23 host) and Mariusz Skiba, Deputy Mayor of Katowice where the COP24 will take place from 3 to 14 December 2018.

Today the European Committee of the Regions is organising a technical briefing on the progresses made on the 'Paris rulebook' with Tomasz Chruszczow and Yvon Slingenberg, Director for International and Mainstreaming and Policy Coordination, DG Climate Action, European Commission.
