Stakeholder consultation on Just and Sustainable Transition in the context of the coal and energy intensive regions  

The European Committee of the Regions (CoR) is drafting an opinion on the " Just and Sustainable Transition in the context of the coal and energy intensive regions ".

The Rapporteur-General on the opinion, Sari RAUTIO (FI/EPP ), together with the expert, Mr. Ilari HAVUKAINEN, would be delighted to meet representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.

The consultation will take place

on 20 September 2022 between 10.00 and 11.15

in room JDE 53 (Rue Belliard 99-101, B-1040 Brussels) and online.

The meeting will be held in English.

The Rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, stakeholders will be invited to exchange views with the Rapporteur.

To shape the debate, a set of preliminary questions has been drafted:

  • The Just Transition Fund was initially designed as an instrument to help coal regions to adapt to the transformation induced by the projected end of coal mining, and has since then been transformed into an instrument covering all Member States and also regions without coal and peat, but depending on energy intensive industries. In the context of the next Multi-Annual Financial Framework beyond 2027, how should a potential JTF 2.0 be shaped? Do you think that a change in the objectives or the scope of the JTF is needed and if yes, which?
  • Currently the JTF is based on the elaboration of Territorial Just Transition Plans, proposed by Member States and adopted by the European Commission. Can you imagine an amended or even different delivery system for the Fund? Can synergies between different European Structural and Investment Funds be utilised, and if yes, which and how?
  • While the JTF is about long-term planning and transformation, the current energy crisis has direct impact on the energy market, with coal generation plants being brought back online and exit plans for fossil fuels and nuclear energy being reviewed. Should a corresponding crisis mode component be integrated in the JTF 2.0 and how?
  • How do you imagine the future social and societal aspect of the implementation of Just Transition policies, including deeper involvement of the private sector in its role as social partner, employer, taxpayer and producer of energy and industrial goods?
  • What further provisions and measures would you recommend to the European Council, Parliament and Commission to be implemented in addition to the existing Just Transition framework?
