​​​​​​​​​​​​​​The COVID-19 outbreak has put the world to the test, and is both a challenge and an opportunity for how we wish to rebuild our future. The pandemic has shown local and regional leaders as the driving force of local communities, responding during the emergency with health, economic and social measures and now leading the EU's recovery.

  • Safe Vaccines for Europeans: discover the European Union's efforts to secure billions of vaccines for Europeans.
  • Governments at all levels, and in particular local and regional authorities, are being called upon to provide emergency services, contain the spread of disease, mitigate as far as possible the resulting social and economic impact, and coordinate efforts for recovery.   • On the recovery, regions and cities are working bottom-up for an inclusive and sustainable recovery, learning from the crisis to build more resilient communities. The 2021 Barometer looks into the state of EU regions and cities with regards to a wide-range of topics such as the territorial economic, social and employment state of play (chapter 1); EU recovery plan and cohesion policy (chapter 2) or the health situation and the rollout of the vaccination campaign (chapter 5). It also includes key findings and suggests action-oriented recommendations aimed at EU LRAs, Member States and EU institutions (chapter 9). The full version of the report is available here.​​​​​
