Council reaches general approaches for both LULUCF and Effort Sharing Regulation (ESR)
The Council has reached General approaches for both the LULUCf and ESR files.

Main elements:
LULUCF:
- The Council accepted the overall main target proposed by the European Commission. The CoR also accepted the target but proposed in addition that each Member State should propose a higher national target of its own choice.
The Council adds some elements of flexibility and proposes a 5 years overall target for 2030 instead of annual targets. The CoR included a generic reference to supporting a high-level commitment but reiterating the need of flexibility in achieving targets. However, the CoR opinion did not take specific positions on aspects raised by the Council (implicitly accepting the EC proposal).
- The CoR opposed including the non-CO2 agriculture sector under the LULUCF. The Council proposes to postpone the decision after a report on the issue planned for a later date.
ESR:
- The Council accepts the proposed overall 40% target. The CoR did not include amendments on the proposed overall 40% target.
- The Council proposes to increase flexibility in transfers between Member States. The CoR proposed to reduce this flexibility.
