Overview


The Members of the Committee of the Regions are appointed by the Minister responsible for Local Government on the advice of the Executive of the Maltese Local Councils' Association, and they are elected from amongst all elected Mayors and Councillors in Malta and Gozo.

The Members of the Committee of the Regions are appointed by the Minister responsible for Local Government on the advice of the Executive of the Maltese Local Councils' Association, and they are elected from amongst all elected Mayors and Councillors in Malta and Gozo. The Local Councils' Association of Malta was established in 1994 and it was set up by law. The objectives and interests of the Association lie in representing all Local Councils with the aim of protecting and promoting their common interests, and to represent all Local Councils in Malta and overseas, as well as on international associations of local government authorities.

The Association is a juridical body having a distinct legal personality.

The Association is composed of 6 Councillors in office (actually two of them are mayors), and they form the Executive Committee. The Executive Committee is assisted administratively by a full-time Executive Secretary of the Association.

The six members of the Association are elected upon the principle of proportional representation by means of the single transferable vote, and an election takes place every two years. The number of members of the Executive Committee shall be increased by as many members as may be necessary in order that the party obtaining more than fifty per cent, or the larger percentage, of all the valid votes, as the case may be, shall have one member more that the total of the other candidates. All Councillors in office can be nominated to contest as candidates in the election of the Executive Committee. Once elected, Committee members are obliged to attend all meetings of the Committee.

The Electoral Commission of Malta is responsible for the Local Councils' Association election process.

The Chairman and Deputy Chairmen of the Executive Committee are appointed by the Committee from among its members. The member who has obtained the majority of the votes of the Committee members is appointed; the same procedure holds for appointing the Deputy Chairmen - National and International Affairs.

The Chairman, who is the representative of the Association, presides over all meetings of the Committee. He is also responsible for supervising all the functions of the Association. Furthermore, the legal and judicial representation of the Association vests in the Chairman together with the Executive Secretary of the Association.

In Malta there are 54 Local Councils, and another 14 are found in the sister island of Gozo, bringing the total of Local Councils in Malta and Gozo to 68. Elections for Local Councils are held on a rotating basis every three years, and the number of Councillors elected is proportionate to the number of residents living in a particular locality - the number of persons elected is always odd, and the person who gets the highest number of votes from the party which gets the highest number of votes, is automatically elected mayor.
