• To promote Multi-Level Platforms where LRAs are mandatorily consulted and be able to participate in a structured manner in the design and implementation of national plans, including the National Recovery and Resilience Plans;
• To propose stable regulatory frameworks and a direct access to funding to deliver integrated, cross-sectoral actions that contribute to the implementation of the SDGs and the Paris Agreement, driven by local needs and context, within such a diverse Europe;
• To create a European Regional Scoreboard for the Green Deal with clear, transparent and consistent indicators at regional level to monitor and track progress on the implementation of climate legislation and assess the needs for the Green Recovery. Such indicators could also serve as a knowledge tool to help representing the diversity of territories' needs, identifying and replicating best practices.
Following the good co-operation with EP's ENVI rapporteur on the opinion "Cohesion Policy and regional environment strategies in the fight against climate change", Susana Solís, that feeds into a Motion for Resolution from the REGI committee (to be voted on December 17), some elements stressing the importance of LRAshave been incorporated to the Parliament's motion for Resolution, including multi-level governance and a monitoring system.
Ms Solís participated at the ENVE meeting on November 10.

This opinion wishes to highlight the role of LRAs in ensuring the Green Deal can become the best possible tool for the implementation of a sustainable, climate-neutral Europe. This goal can only be reached through guaranteeing open, consultative processes across levels of governments, and by allowing the local and regional level to drive forward the green recovery with the appropriate tools:

• Multi-level Platforms and dialogues to deliver structured, inclusive participation of LRAs in the planning and implementation of the national plans, including recovery and resilience plans;

• Stable regulatory frameworks and direct access to funding to deliver integrated, cross-sectoral actions that contribute to the implementation of the SDGs and the Paris Agreement at local level driven by local needs and context, within such a diverse Europe;

• A European Regional Scoreboard for the Green Deal with clear, transparent and consistent indicators to track progress of the implementation of climate action and Green Recovery at regional level.

Participation of the rapporteur at the AER Debate "Regions leading Europe’s Green Recovery"

The purpose of the debate is to open discussion around the role of regions in tackling the climate crisis and making a green recovery and to provide policy recommendations on how to maximize the impact of climate action through multi-level and multi-actor partnerships.

The debate will consider the following key questions:

  • Where will the European climate strategies take us in terms of alignment with the Paris and 2030 Agenda goals?
  • How can COVID-19 recovery and climate action work together?
  • What opportunities and challenges regional authorities face in the fair transition to a climate-neutral economy?
  • How to develop multi-level and multi-stakeholder partnerships that deliver a just transition towards a sustainable future?
