Language policy

Official languages of the EU

​Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish. ​

Languages in which different information is published on the website of the Committee of the Regions

  • ​​​Website navigation structure is published in the EU official languages. ​​
  • ​​​​General information is published in the EU official languages as and when it is translated. 
  • ​​Official documents, documents of political importance, plenary session information and documents are published in all EU official languages 
  • ​​Information which is urgent or has a short lifespan (news, events,…) is not published in all languages. The choice of the language(s) depends on the target audience of the information. 
  • Specialised information (technical information, work in progress, calls for tender) is mainly published in English ​
  • National and regional targeted information (Europe in my region) is published in the language of the country. 
  • Contact forms and answers to your messages can be submitted in any EU official language and answers are provided when possible in the same language. An alternative preferred language (English, French or German) is requested to ensure swift reply. 

Surprised some information isn't available in your language? 

​Website visitors are sometimes surprised that a page isn't available in their language. Generally, the languages available on the Committee of the Regions website depend on the following constraints:

  • ​(legal) importance – the public must have access to all official documents, so these are produced in all official languages. Other documents are translated only into the languages needed (for example, communication with national authorities, organisations or individuals); 
  • ​urgency – to be relevant, some types of information need to be published rapidly. Since translation takes time, we prefer to publish quickly in the languages understood by the largest number of Europeans, rather than to wait for translations into all languages; 
  • cost-effectiveness – to save taxpayers' money, for highly-specialised pages consulted only by a relatively small number of people, the concern is to ensure that most can understand the essence of the information; 
  • ​​technical constraints – managing a site in over 20 languages is highly complex, requiring a lot of human and financial resources; ​
  • ​​translation – we only have (access to) limited numbers of translators and a limited budget for translation (all taxpayers' money). 

Howev​er, on a selected number of pages we offer you the possibility of requesting an automatic machine translation provided by the European Commission's eTranslation service:​​​

  • ​A machine translation can give you a basic idea of the content in a language you understand. It should nevertheless be borne in mind that it involves no human intervention and that the quality and accuracy of machine translation can vary significantly from one text to another and between different language pairs.

Personal Data Protection

The European Committee of the Regions is committed to ensuring the protection of personal data when performing its tasks and providing its services. 

The protection of personal data is a fundamental right enshrined both in the Treaty on the Functioning of the European Union (Article 16)  and in the Charter of Fundamental Rights of the EU (Article 8). 

Regulation (EU) No 2018/1725 lays down the rules for data protection in the EU institutions, bodies, offices and agencies. In addition to outlining the legal principles regarding the processing of personal data, it sets out the rights of data subjects, the obligations of data controllers and the role of the Data Protection Officer (DPO). 

Data subjects (persons whose personal data are processed) have the right to request access to their personal data, free of charge and without constraint. They have the right to request rectification or erasure or restriction of the processing of their personal data. Data subjects also have the right to object to the processing of their personal data. 

Where applicable, data subjects have the right to receive their personal data that has been provided to the controller or to have these personal data transmitted directly to another controller (data portability). They also have the right to withdraw consent at any time, in cases where their personal data are processed on this legal basis. 

Delegated controllers (organisational entities of the controller, that is the European Committee of the Regions) determine the purpose and the means of processing personal data and must ensure that personal data are processed only for clearly defined and legitimate purposes, are processed fairly and lawfully and in a secure manner. They are also responsible for ensuring that data are accurate, adequate, relevant and not excessive, as well as are not kept longer than necessary. Delegated controllers must also inform data subjects how their data are processed and ensure that data are transferred to third parties only after adequate safeguards have been put in place. 

The role of the data protection officer (DPO) is to ensure in an independent manner the correct application of the data protection rules within the European Committee of the Regions. The DPO informs and advises the controller, the delegated controllers and the processor, cooperates with the EDPS (European Data Protection Supervisor), as well as informs data subjects of their rights and obligations.  

What personal data is processed at the European Committee of the Regions? 

Most of the personal data processed by the European Committee of the Regions relate to its active and former members and staff members. 

Personal data of citizens are processed notably when they visit the European Committee of the Regions, register to an event, submit a request or subscribe to an e-service, such as  

  •  Interactive communication services that allow better contacts with citizens, business, civil society and public actors thus facilitating policy consultations, and feedback mechanisms, in order to contribute to the shaping of policies, the activities and the services of the EU. 
  • Transaction services that allow access to all basic forms of transactions with the EU, e.g. procurement, financial operations, recruitment, event enrolment, acquisition or purchase of documents etc.

Moderation policy for social media

We are on social media! 
The European Committee of the Regions offers a platform focusing on regions and cities in the EU and has a social media presence that includes Facebook, Twitter, LinkedIn, Instagram and YouTube. We welcome all political views, thoughts and ideas, and encourage you to participate in our online discussions. Please feel free to comment and share our content. 
  
Principles 
We ask you to observe the fundamental principle of good behavior. We do not accept offensive comments or insulting and inappropriate language. Please show respect to fellow users and the fundamental principles we all share. We say no to racism, no to xenophobia, and no to discrimination based on religion, ethnic origin, gender or sexual orientation. We do not accept calls to violence and hate speech. Our rules also forbid comments that are defamatory, unlawful or that include copyright infringements. We will delete these types of comments and we may ban users who repeatedly use offensive language, as well as people impersonating public figures or using fake accounts. We reserve the right to delete as spam posts that are excessively repetitive, very long or disruptive to the community, as well as unsolicited advertisement. We encourage you to post comments that stick to the subject and contribute to the ongoing debates. 
  
Management 
These social media platforms fall under the responsibility of the Social and Digital Media and Publications Unit of the European Committee of the Regions, with content-related support from colleagues across other departments. The accounts we follow are not an indication of our endorsement of these accounts or of the content they share. We use a number of existing or new hashtags (#) in order to join group conversations and to enable us to participate in relevant debates. However, we cannot assume responsibility for any content under these hashtags that has not been developed by us. 
If errors are brought to our attention, we will try to correct them. We do not take responsibility for the content or activities of any third party or external site.

Personal data 
For statistical purposes we collect aggregated data about our users on social media platforms. We use Talkwalker to gather and visualise aggregated data for statistical research and in no case do we process the personal data of our followers. The collection of data is covered by the user terms and licence agreement of each of the social media platforms.
