A space strategy for Europe: Andres Jaadla meets Commissioner Bieńkowska  

The former Mayor of the Estonian city of Rakvere and now city councillor Andres Jaadla (ET/ALDE) is the rapporteur of the CoR opinion on a Space Strategy for Europe , adopted at a plenary session last 10 October.

To discuss on the specific proposals the CoR has put forward, rapporteur Jaadla met Elżbieta Bieńkowska , Commissioner for Internal Market, Industry, Entrepreneurship and SMEs last 5 November in Brussels.

Commissioner Bieńkowska welcomed the proposals of the European Committee of the Regions and reiterated the potential of the European space policy to increase jobs and growth across Europe.

Both commissioner Bieńkowska and rapporteur Jaadla agree on the enormous opportunities space data offers to companies and citizens and wish to continue cooperating to mobilize local and regional authorities to develop further Europe's space strategy.

The EU's assembly of cities and regions asks the Commission to further develop the regional dimension of the European space strategy so to bring it closer to citizens.

The CoR points out to the growing importance of space for regional economies and requests the Commission to reinforce integrative partnerships between civil society, business, public institutions and the science community.

Rapporteur Jaadla conveyed a clear message to commissioner Bieńkowska. 'Local and regional authorities have the competence and the will to be involved in the implementation of EU's space policy. Many regions have already joined the Network of European Regions Using Space Technologies (NEREUS) and we wish to further support the development and implementation of the Copernicus programme" said Andres Jaadla.

Rapporteur Jaadla communicated to commissioner Bieńkowska the will of the CoR to provide a full permanent member to the Copernicu's user forum. 'Such direct participation would feed the forum with the perspective of local actors in terms of the use of Copernicus data' said Andres Jaadla.

'The European Union has through Copernicus huge amounts of data which are valuable to the economy, for climate observation or for disaster prevention. The USA for instance requested EU assistance in obtaining data with regards to recent hurricanes and was grateful for getting it" Andres Jaadla explains.

'Local and regional authorities are essential partners to raise awareness of opportunities for start-ups, SME's an civil society to use this data, which can also be connected even more with other EU strategies such as the urban agenda and the EU transport strategy" Jaadla added.

The CoR is in line with the European Commission vision on space published in November 2016.

Space technologies, data and services ensure communication, surveillance, border and security control, rapid response to natural disasters and support for agriculture, fisheries and transport management.
