Working environment: 

  • Directorate A, Members and Plenaries, to which Unit A3, Legal Affairs, is attached, is made up of three units and is responsible for the efficient organisation of the work of the constituent bodies of the European Committee of the Regions (CoR).
  • More specifically, Unit A3 provides CoR members and the secretariat-general of the institution with legal opinions and memos in accordance with the applicable legal framework.
  • The unit's tasks also include the management of the institution's statutory prelitigation and representation of the CoR in legal disputes before the courts of the European Union.


  • Unit A3 offers the opportunity to tackle varied problems connected with European Union law (Staff Regulations and civil service, the institution's Rules of Procedure, public purchasing, the Financial Regulation, various questions pertaining to national law etc.) in a stimulating administrative environment.
  • The tasks to be performed, under the authority of the head of unit, include in particular:
    • assisting members of the institution, the departments of the secretariat-general and the cabinet of the President with any legal question;
    • drafting legal opinions and documents internal to the institution;
    • drawing-up draft replies to complaints brought under Article 90(2) of the Staff Regulations;
    • following up dispute cases (procedural documents, representation of the institution);
    • participation and representation of the Legal Service in departmental working groups and the CoR's constituent bodies;
    • distributing and analysing case law of interest to the institution;
  • Unit A3 works in close cooperation with the other departments of the secretariat-general and is in regular contact with other institutions. 

Qualifications and skills required:

  • A sound knowledge of law (particularly civil service law), the operation of the European Union institutions, public purchasing and the Financial Regulation;
  • A sense of initiative and a willingness to work, both as a member of a team and more independently, sometimes to very short deadlines;
  • Excellent drafting and organisational skills, and a sense of discretion;
  • The ability to communicate on complex legal questions;
  • A thorough knowledge of one official language of the European Union and a satisfactory knowledge of at least one other official language. For functional reasons, a satisfactory knowledge of English and French is required.
