eGovernment Action Plan 2016-2020 - Guidance document for implementation at Regional and local level  

 

Expression of interest and support for the eGovernment Action Plan is available since the launch of the "Commmunication on EU eGoverment Action Plan 2016-2020 - Accelarating the digital transformation of government" early 2016.

The impact will be visible in practice soon as the eGovernment action plan steering board will meet to assess the 1st set of actions proposed on the participative platform. The CoR is observer in the steering board with the participation of Mr. Martin Andreasson (SE/EPP), rapporteur of the opinion on eGovernment Action Plan 2016-2020.

The success of the action plan will require continuous cooperation in setting priorities and actions to be put in place at European, national, regional and local level so that citizens, business, NGO and public administration can all benefit from competent, modern, efficient and open public services.

The Action Plan does not have a dedicated budget or funding instrument; it aims however to serve as a catalyst to coordinate public sector modernisation efforts, funding resources and accompanying measures that are available to Member States through different EU programmes, such as for example the CEF Telecom, ISA² programme, Horizon 2020, ESI Funds, the EU Justice Programme and the upcoming Structural Reform Support Programme (SRSP).

To help regional and local public administrations implement the eGovernment Action Plan 2016-2020, a seminar took place in Brussels on 15 November 2016. The seminar presented the various funding mechanisms available for implementing the eGovernment Action Plan 2016-2020, and discussed how to ensure alignment of these investments with the main priorities of the eGovernment Action Plan. The one-day event was organised for both the EU fund management community and implementers in regional and local public administrations, to share ideas and tools on how to ensure coherent and effective investments towards the same policy goals in order to increase the impact of support and contribute to the acceleration of the digital transformation of governments in the EU.

One hands-on output of the day is a guidance document including a wealth of links and introductions to funding mechanisms as well as a simple tool that EU funds managers and administrations/implementers can use to assess whether their planned investment is in line with the principles and priorities in the EU eGovernment Action Plan 2016-2020.

We take this opportunity to remind you that all EU citizens, public administrations, NGOs and businesses can find useful information, but above all submit their ideas and proposals for new actions to be discussed with the eGovernment Steering Board (Member States and the EC) on the platform eGovernment4EU.
