The Covenant of Mayors is the mainstream European initiative involving local and regional authorities in the fight against climate change and developing a more sustainable energy future for our cities. It provides a bottom-up support for the implementation of the EU Climate and Energy Package, adopted in 2008 by heads of state and government.
In the summer 2015, spurred on by Commissioner Miguel Arias Cañete, the European Commission and the Covenant of Mayors Office launched a consultation process with the support of the European Committee of the Regions to collect stakeholders’ views on the future of the Covenant of Mayors. The response was unanimous: 97% called for a new target beyond 2020 and 80% called for a longer-term target. The majority also endorsed the 2030 objectives for a minimum 40% CO2/GHG reduction and supported the integration of mitigation and adaptation to climate change under a common umbrella. The new integrated Covenant of Mayors for Climate & Energy was launched by the European Commission on 15 October 2015 during a Ceremony in the European Parliament in Brussels. The three pillars of the strengthened Covenant - mitigation, adaptation, and secure, sustainable and affordable energy - were symbolically endorsed on this occasion.
The COP21 climate agreement clearly strengthens cities and regions as players in the global arena of climate policy. From now, the success of the Paris agreement relies on its implementation on the ground – with cities and regions having a great responsibility in successful climate action at the local and regional level. To support them, the European Committee of the Regions is launching the 'Covenant of Mayors Ambassadors', a group of CoR members engaged to promote the Covenant of Mayors and support local and regional climate action.CoR members to join the 'Covenant of Mayors Ambassadors': The group of CoR's Covenant of Mayors Ambassadors is composed of local and regional elected politicians whose regions and cities are already signatories of the Covenant. They will become climate emissaries, speaking at international events and encouraging towns, cities and regions to join the Covenant of Mayors.
