In 2015, the European Committee of the Regions
(CoR) became the first EU body to develop and deliver a free massive open online course (MOOC) on
Europe's regions, the EU institutions and policy-making. Building on positive
feedback received from participants, this pilot edition is followed by a second course focusing on 'EU budget and funding for regions
and cities'. This year the course has been co-created
with the European
Investment Bank and the European Commission – Directorate-Generals for Regional
and Urban Policy, and Budget.
The course will start on Monday 31st October
2016. The content of the course will be released on a weekly basis – in
this way, the content of Module 1 will be available from Week 1, and remain
available from then on. The content of Module 2 will be available from Week 2
onwards, and so on. By the last week (5th-9th December), all material will be
available, and will all remain online until July 2017.
The course is available on an online learning platform and
consists of videos, factsheets, infographics and web-streamed live debates. Moreover, course
followers can interact and contribute via social media and thematic groups.
During the first six weeks of the course (31st October-9th December), followers
will focus on one specific theme per week and will have the opportunity to
evaluate their learning progress via a weekly quiz. Studying time is about 1
The aim of this MOOC is to enhance participants' knowledge by learning in more
detail about the EU budget and funding for regions and cities. The objective is
to provide insights into how the EU budget is set up and how it is spent, as
well as a practical overview of EU funding opportunities at regional and local
week, a live expert debate on the topics of the week will take place at
the CoR, and will be web-streamed live on the course platform. Participants
will be able to ask their questions directly to the speakers during the
session. The indicative programme is as follows:

Module 4: Friday 25th November 2016, 13:00-14:15
