Low-emission economy plans in Lubelskie Voivodship
The activities of Lubelskie Voivodship under the climate package, leading to the increase of renewable energy and energy efficiency, are carried out on many levels. These tasks take into consideration, among other elements, the voivodship's smart specialisation plans and many other regional programme documents constituting a base for support under the Regional Operational Programme of Lubelskie Voivodship (ROPLV).

The present implementation status of umbrella projects carried out by the municipalities for individual households under the ROPLV (4.1: Support for the use of renewable energy sources) will lead to the creation of almost 50 000 new installations producing energy from renewable sources, with total power of about 250 MW, meaning that it will be possible to avoid over 70 tons of CO2 emissions per year.
The actions undertaken by the municipalities under the ROPLV are part of the Low-Emission Economy Plans deriving from Sustainable Action Plans, the drafting of which was recommended by the Covenant of Mayors for Climate and Energy. The correct elaboration and implementation of Low-Emission Economy Plans in the region is monitored by professional energy advisors who work to support projects concerning energy efficiency and renewable energy sources. Energy advisors employed in the Regional Energy Bureau (President's Office) support enterprises, associations, the housing sector and individuals in investment activities that contribute to reaching the objectives of the climate package.

There are no hard and fast rules about how suitable areas for renewable energy should be identified, but in considering locations, regional and local planning authorities will need to ensure they take into account the requirements of the technology and, critically, the potential impact on the local environment, including the cumulative impact. When identifying suitable areas it is also important to set out the factors that will be taken into account when considering individual proposals in these areas. These factors may be dependent on the research work underpinning the identified area.
Some renewable energy schemes may have a visual impact on their environment and it may also be appropriate to assess potential impact on the character of a landscape.
