European platform against poverty

The flagship initiative European platform against poverty and social exclusion aims at lifting 20 million people of currently 80 million out of poverty by the year 2020. Key actions in this respect are better access to work, enhanced use of EU funding, fostering social innovation and stimulating new partnerships between the public and the private sector.

In recent years, the at-risk-of-poverty rate in the EU has been relatively stable on average (17%) but varies significantly, namely between and within member states and between age groups. The population in about one quarter of EU regions are significantly higher exposed to social risks, which is also true for some of the capital regions. EU regional and local governments are responsible for about one fifth of total gofernment expenditure for social protection and services and play therefore an important role in contributing to the objectives of the flagship initiative.

In the Committee of the Regions, issues related to social affairs are dealt with by its Economic and Social Policy Commission (ECOS). In February 2012, the Committee adopted an opinion on child poverty. In May 2011, a Forum on social innovation was held and in December 2011, a survey on the planned EU programme on social change and innovation was published. In 2013, a conference on the flagship initiative is planned took place on May 29.

 

Poverty and social exclusion: What role for regions and cities?

The fourth conference held by the Committee of the Regions on the Europe 2020 Strategy Flagship Initiatives focused on local policy approaches and good practice, especially those taken in partnership with different tiers of government; on approaches tested in urban and rural contexts; and on the lessons learnt from successful transnational cooperation, to tackle the issue of poverty and social exclusion. The event was aimed at policy makers and experts of national, regional and local public administrations, networks, social partners and civil society.

On the other hand, the summary results and final report of the Survey on the Europe 2020 "European Platform against Poverty and Social Exclusion" Flagship Initiative have been made available.

The Committee of the Regions collects good practice

Starting from December 2012, the Committee of the Regions will carry out a series of seven surveys on the implementation of Europe 2020's Flagship Initiatives.
A call for local and regional good practices will to enrich the Europe 2020 Monitoring Platform public database, and an exhibition of selected of good practices will accompany each conference.
