Hearing on Cross-border healthcare systems


The European Committee of the Regions has identified cross-border healthcare as one of its priorities for 2016. Therefore, six years after the adoption of the CoR opinion on cross-border healthcare (CdR 348/2008) and two years after the deadline for transposing the directive into national law, a debate on the implementation of the cross-border healthcare directive will provide an opportunity to take stock of the situation.
The recent Commission report [COM(2015) 421], special Eurobarometer survey (425/2015) and a range of articles on this topic have flagged up a number of shortcomings in the implementation of patients' rights in cross-border healthcare.
Furthermore, regional cooperation and exchange seem to be lagging. The NAT secretariat has therefore decided to organise a hearing bringing together European, national and regional authorities in order to discuss how the process can be taken forward with a view to realising the directive's full potential for the benefit of all European patients considering accessing care abroad.
The event comprised first the keynote speeches providing initial assessment of the situation. It was followed by the regional experiences and views and finally, by the views from the outside.
