Financing climate action at local regional level: funding opportunities for the adaptation challenge

19/09/2017 19/09/2017 10.00-12.30| European Committee of the Regions VMA 1, Rue van Maerlant 2, 1040 Brussels

Cities and regions are the level of government where national commitments to mitigating climate change and adapting to its effects are enacted. Subnational authorities are ultimately responsible for making policy a reality: according to UNDP estimates, more than 70% of climate change mitigation and up to 90% of climate change adaptation measures are undertaken by local and regional governments.

However, one of the main difficulties local and regional authorities face when implementing climate and energy actions in their areas is the lack of adequate financial resources. Such challenge is even bigger when climate adaptation measures are concerned, mainly due to the need to clearly define the related concepts and actions. To overcome budgetary and capacity constraints, sub-national governments have to make use of a wide array of funding opportunities coming from different sources (public, private, international, blended capitals etc.). This is no easy task: besides understanding the complexity of the funding landscape, cities and regions have to develop technical capacities to access the available resources and experiment with innovative financing models.

The conference aims to help regions and cities define the boundaries of the climate adaptation concept and provide information on a number of financing instruments that can help them implement climate adaptation actions. The discussions will focus on the current European and international policy framework and will address the key issue of how to improve access to dedicated funding opportunities with a view to implement projects, deploy effective funding strategies for climate adaptation, and ultimately boost cities' and regions' adaptive potential.
