The Committee of the Regions will host the 10th General Structured Dialogue between the representatives of the European Commission and the Associations of Local and Regional authorities. 
It is the opportunity for the European but also the Local and Regional Associations to exchange on the territorial aspects of the Commission's Work programme 2013.  
This Structured Dialogue would also be a very good opportunity to have a first discussion on the political priorities of the European Commission for 2013 and increase the links with territorial stakeholders, represented by their associations.
Finally, the debate will be the basis for the discussions of CoR Members with Commission President Mr. José Manuel Barroso during CoR's Plenary Session, which will take place on 29-30 November 2012.  
The 10th General Structured Dialogue is scheduled for the afternoon of 27 November 2012 at the CoR headquarters, from 14:30 – 17:00
We already invite you to save this date in your agenda and kindly ask you to respect following deadlines: 
  • To register as a PARTICIPANT and attend the debate, please use CoR's online registration tool.
  • Inscriptions for participants will close on 26 November at 09:00 GMT+1.
  • To propose yourself as a SPEAKER and participate in the debate, please return the completed speaker registration form to

The structured Dialogue will be chaired by Mr. Gerhard Stahl, Secretary General of the Committee of the Regions. Interpretation will be available in French, English, German and the languages of the registered speakers.
Ms. Catherine Day, Secretary General of the European Commission, has confirmed that she will personally attend the Structured Dialogue from 14h30 onwards. She is prepared to take questions on the outcome of the European Summit of 22-23 November.
Afterwards, during the debate on the Commission Work Programme 2013, the different questions and comments by accredited speakers will be clustered into different strands that now have been identified
  • Future governance of the EU: Political crisis, multilevel governance and subsidiarity;
  • Regional renvewal: Multi-annual Financial Framework and Cohesion policy, cornerstones for the Europe 2020 strategy;
  • European cities: drivers of sustainable development.
After inscriptions will have closed, the list of the speakers for the different participating associations will be published here.
Practical arrangements
There are no registration fees for the meeting, however, participants are expected to make their own travel and accommodation arrangements. The organisers of the meeting will not reimburse these expenses. 
On 27 November, a welcome desk will be available to participants from 1:30 pm. For practical reasons, we would kindly ask you to register and sign the participation list available at the welcome desk. 
For all registered speakers that will be invited to take the floor, simultaneous interpretation will be provided
