Stakeholder consultation by the Rapporteur Mr Ivan ZAGAR (SI/EPP - COTER)

The Committee of the Regions is drafting an opinion on the attached Proposal for a Regulation of the European Parliament and of the Council "Establishing the Connecting Europe Facility" COM(2011) 665 final.

In the past decade, infrastructure spending in Europe has been, on average, on a declining path. The economic and financial crisis has, however, brought renewed interest in the need for infrastructure investment. Smart, sustainable and fully interconnected transport, energy and digital networks are a necessary condition for the completion of the European single market. Moreover, investments in key infrastructures with strong EU added value can boost Europe’s competitiveness in a difficult economic context, marked by slow growth and tight public budgets. Finally, such investments in infrastructure are also instrumental in allowing the EU to meet its sustainable growth objectives outlined in the Europe 2020 Strategy and the EU's "20-20-20" objectives in the area of energy and climate policy.

Whereas regional and local authorities are legally competent on most of the areas covered by the CEF, they are directly affected by the proposed measures to finance trans-European infrastructure on transport, energy and telecommunications. Since the CEF will act as leverage for more funding from other private and public investors, it has the potential to provide true added value to the EU citizens in terms of growth, jobs and efficient public services, as well as to boost territorial cohesion in the EU.

Therefore, the Committee of the Regions could support politically this new initiative provided that a series of fundamental points are clarified or adjusted, in terms of governance and implementation, linkages between Cohesion policy and CEF, as well as for the budgetary issues. The Rapporteur on the opinion, Mr Ivan ZAGAR (SI/EPP), Member of the COTER Commission of the CoR and Mayor of Slovenska Bistrica, together with his expert Mrs Monika Kirbiš Rojs, would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion.
