Stakeholder consultation by the Rapporteur Mr Luciano CAVERI (IT/ALDE - EDUC)

The Committee of the Regions is drafting an own initiative opinion on "Protecting and developing historical linguistic minorities under the Lisbon Treaty". The Lisbon Treaty has introduced respect for the wealth of cultural and linguistic diversity as a key element in safeguarding and enhancing Europe's cultural heritage. The Charter of Fundamental Rights, that also has become legally binding by the same Treaty, prohibits any form of discrimination on the basis of language or membership of a national minority.

On the other hand, the European Union has a wealth of historical linguistic and national minorities who speak languages other than those of the state to which they belong. In keeping with the principle of subsidiarity, local and regional authorities in all EU Member States play a significant role in upholding and promoting this cultural diversity in order to implement the fundamental rights of each citizen. This obliges these authorities to engage in a dialogue with other levels of governance.

The Rapporteur on the opinion, Mr Luciano Caveri (IT/ALDE), Member of the EDUC Commission of the CoR and Regional Councillor of the Autonomous Region of Valle d’Aosta, together with his expert, Mr Saverio FAVRE are coming to Brussels and would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion.

The consultation will focus on the issues raised by the Rapporteur in the attached working and discussion documents. With simultaneous interpretation being provided, you will be able to speak in French, Italian, English while listening into English and Italian.

The Rapporteur would be very keen to hear your views during the meeting. In addition, if you have any position papers touching upon the subject, you are welcome to send them to us by email to the addresses below.
