The Committee of the Regions is drafting an opinion on the legislative Proposals for the reform of the Common Agricultural Policy and rural development funds after 2013.

Since its creation, the CAP has always been adapted to respond to the challenges of its time. Significant reforms have been made in recent years to modernise the sector and make it more market-oriented. The Europe 2020 strategy offers a new perspective. In this context, through its response to the new economic, social, environmental, climate-related and technological challenges facing our society, the CAP can contribute more to developing intelligent, sustainable and inclusive growth. The CAP must also take greater account of the wealth and diversity of agriculture in the EU’s 27 Member States.

On 12 October 2011 the Commission presented a set of legal proposals designed to make the CAP a more effective policy for a more competitive and sustainable agriculture and vibrant rural areas. 

The Rapporteur on the opinion, Mr René SOUCHON (FR/PES), Member of the NAT Commission of the CoR and President of Auvergne Regional Council, together with his expert Ms Claire Roumet, would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion.

The consultation will take place on:

The consultation will focus on the points raised in the attached discussion paper, and in particular on the questions featuring at the end of the document.

The Rapporteur would be very keen to hear your views during the meeting. In addition, if you have any additional position papers touching upon the subject, you are welcome to send them to us by email.

There will be simultaneous interpretation allowing you to speak and listen in French and in English. Please note the mother tongue of the Rapporteur is French
