The Committee of the Regions is drafting an opinion on the attached Green Paper from the Commission "LESS BUREAUCRACY FOR CITIZENS: Promoting free movement of public documents and recognition of the effects of civil status records " COM(2010) 747 final. The mobility of European citizens is a practical reality, evidenced in particular by the fact that some 12 million people study, work or live in a Member State of which they are not nationals.

The CoR has already stressed that amongst the rights attributed by European citizenship, freedom of movement and residence are of key importance. The Committee shares the objective of identifying obstacles to exercising EU rights so that they can be removed, particularly in cross-border situations recognising the disparity between applicable legal rules and the realities facing citizens.

At the same time, the Committee has drawn attention to the possible conflicts between the right to individual privacy and the guarantee of other rights and the duty of national authorities to combat abuse of rights and to fight fraud.

Since it is primarily at local and regional level that citizens come into contact with public administration and make use of administrative structures and services, the Green Paper is highly relevant to local and regional authorities.

Therefore, the Rapporteur on the opinion, Mr. Patrick McGowan (IE/ALDE), Member of the CIVEX Commission of the CoR and Member of Donegal County Council and Border Regional Authority, together with his expert Mr John Crowley are coming to Brussels and would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion.

The discussion will be held in English, the mother tongue of the Rapporteur and will focus on the issues he raises in the attached working document.
