The Committee of the Regions is drafting an opinion on the Communication from the Commission "An Integrated Industrial Policy for the Globalisation Era Putting Competitiveness and Sustainability at Centre Stage" COM(2010) 614.

In the last decade the global business environment has changed radically. This results in both challenges and opportunities for European industry where industrial productivity has to be increased to sustain our social model. Industry is therefore at the centre stage of the new growth model for the EU economy as outlined in the Europe 2020 Strategy.

Local and regional authorities are key players in economic development as they are closest to the reality on the ground for businesses and have powers to legislate on industrial policy. They have built up wide-reaching skills and experience on economic and industrial development, and on other policies which are directly related to competitiveness.

The fact that they work alongside decision-makers and key economic stakeholders means that they can manage public policies more effectively and contribute to the success of the Europe 2020 Strategy. Therefore, local and regional authorities have to be further included in the implementation process – and, crucially, in the process of developing the current strategy to develop a strong, competitive and sustainable industry in Europe in order to achieve economic recovery.

The Rapporteur on the opinion, Mr Patxi López (ES/PES-ECOS) Member of the ECOS Commission of the CoR and President of the Basque Government, together with his expert Mr Xabier Garmendia Martinez are coming to Brussels and would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on her opinion.


The consultation will focus on the issues raised by the Rapporteur in the working document. With simultaneous interpretation being provided, you will be able to speak in French, German, English and Spanish while listening into English and Spanish.


The Rapporteur would be very keen to hear your views during the meeting. In addition, if you have any additional position papers touching upon the subject, you are welcome to send them to us by email to the addresses below.
