The opinions supports the maintaining of the level of ambition of the targets as proposed for re-use and recycling of municipal waste and for packaging waste, and of no landfilling by 1 January 2025 of recyclable and biodegradable waste. It equally suggests the conversion of the proposed optional target of a maximum of 5% landfilling of residual waste by 2030 into a binding target.
