The rapporteur presented his draft opinion to the new President of the European Parliament, Mr Tajani.
On 17 January 2017 the rapporteur of the opinion, Adam Banaszak (PL/ECR), Member of the Kujawsko-Pomorskie Regional Assembly, together with his expert, Pawel Modrzynski, met representatives of local and regional authorities and associations and other stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.
Among the speakers were the head of the UNISDR Regional Office for Europe Paola Albrito and the representatives of the Directorate General for European Civil Protection and Humanitarian Aid Operations of the European Commission (DG ECHO) Julia Stewart-David and Thomas De Lannoy. Valuable contributions were made by researchers on epidemiology from UCL (Ms Guha and Team) and representatives of local and regional authorities (Greater Manchester Authority, Autonomous Region of Friuli Venezia Giulia, the Mayor of Viana do Castelo Mr. José Maria Cunha Costa)
European Parliament adopted legislative reports on the Circular Economy package.
Within the report on Waste directive, MEPs advocate an EU food waste reduction target of 30% by 2025 and 50% by 2030, compared to 2014.
The four reports adopted on 14 March 2017 represent Parliament’s negotiating position, ahead of negotiations with Council of ministers, which yet has to adopt its own position.
The European Commission published long-awaited report on mandatory labeling of ingredients and calories in alcoholic beverages. It gives the alcohol industry a year to come up with a proposal to inform consumers on the ingredients and calories contained in products. Commission is thus giving industry the opportunity to self-regulate before it considers mandatory rules.
If this fails or if it proves unsatisfactory, The Commission will start an impact assessment to consider both legally binding and non-legally binding measures.
In its opinion, The CoR called upon the European Commission to issue the long due report and urged the EU institutions to improve alcohol labelling at EU level.

The Commission's agenda on migration outlines an immediate response to the crisis situation in the Mediterranean and sets out longer term steps to manage migration in all its aspectsIn this context, European Commission and the European Economic and Social Committee will organize the 3nd meeting of the European Migration Forum.The Forum will provide the opportunity for ca.120 civil society organisations from across the European Union and its neighboring countries to discuss with European institutions and representatives from local, regional and national authorities the key issue of ACCESS: migrants' access to Europe, to rights and to services.The meeting will include a discussion on safe legal alternatives to the perilous journeys migrants undertake, as well as a reflection on the way migrants can access services upon their arrival, together with the rights to which they are entitled to, and how to ensure continuation of such provisions to facilitate their integration process.Mr. Bart Somers will intervene during the session "Access to services and rights", on the 3 March 2017, highlighting the challenges that a local municipality faces with regard to the integration of migrants and refugees in order to ensure inclusion within its society, as well as presenting what has been working well in Mechelen.

The final version of the opinion "Towards a new EU climate change adaptation strategy – taking an integrated approach" was adopted at the CoR Plenary session on 9 February 2017. Through opinion, the CoR:
stresses that a well-functioning multi-level governance framework is of crucial importance, and therefore calls on the European Commission to encourage stronger collaboration between the different levels of government - especially in the preparation and implementation of the national, regional and local adaptation strategies and plans;
supports EU initiatives such as the Covenant of Mayors for Climate & Energy and the new EU Urban Agenda Partnerships that foster the emergence of coordinated multi-level /multi-stakeholder governance schemes and cooperation platforms;
points out that the absence of a legislative prescriptive framework is perceived by local and regional authorities as an obstacle to adaptation action in certain Member States;
urges the European Commission to consolidate efforts to create an enabling framework for capacity building in cities and regions;
stresses that accessing EU financing instruments supporting climate action is still the biggest challenge faced by cities and regions and calls therefore on the Commission to provide European local and regional authorities with 1) easily-accessible and understandable information and 2) further guidance and support on how to access them, and also possibly combine them;
invites the Commission to explore further the idea of a fast-track access to financial support for local and regional authorities committed to adaptation action;
considers that the Commission shall continue exploring innovative ways to channel investments for adaptation actions to local and regional authorities and calls on the Commission to provide them with appropriate expert advice, guidance and support in preparing viable investments and securing financing;
invites the Commission to embed its climate (adaptation) action further in the new international climate agreements, to reinforce its exemplary role , and help to build synergies between these agreements.
The ENVE secretariat will make sure that appropriate follow up to this opinion will be given by the European Commission and other relevant stakeholders.
At the meeting Ulf Bjornholm, UNEP, presented the vision of the One UN policy group on Agenda 2030 in Brussels; Luana Natali, UNDP intervened on the localization of the SDGs; Nikos Gamouras from ALDA presented the LADDER project and its results.
Andrea Ciambra from UCLG presented the Global Report on Local Democracy and Decentralization GOLD IV (2016). The report is a triennial publication on urban and regional development, which analyses and compares the current situation of local governments all over the world.
During the discussion the representatives of the Council of Europe and Emilia Romana Region took the floor.
The opinion by President Markkula on "Bridging the Investment Gap" was adopted unanimously by the Plenary Session of the European Committee of the Regions.
Before the vote, the Vice-President of the European Investment Bank, Vazil Hudak, addressed the Plenary session and took part in a debate with CoR members on investment and the relations between the CoR and EIB.
On 02 February 2017 CoR rapporteur Christophe Clergeau met with the Member of European Parliament Ms Isabelle Thomas. Subject of the discussion was the report of Mr Clergeau "A new stage in the European policy on blue growth" and the possibilities to further develop the blue economy. Both Ms Thomas and Mr Clergeau agreed to continue to work together for better possibilities for EU coastal and maritime regions to achieve smart and sustainable growth in their marine economies and discussed further steps in this direction.

CoR rapporteur Clergeau met on 19 January 2017 with the Cabinet of the Member of the European Commission Mr Karmenu Vella for a discussion on the plans of the European Commission for further developmnent of the "blue" economy in Europe. He delivered feedback from regional point of view and presented the ongoing work on his own-initiative report "A new stage in the European policy on blue growth"
On 19 January Mr Clergeau met with Mr Remi Gruet, CEO Ocean Energy Europe, and Mr Jacopo Moccia, Policy Director, to discuss the challenges ahead for the ocean energy industry. One of the topics discussed was technological neutrality and the possibilities to integrate different ocean energy technologies into the energy mix.
CoR raporteur Clergeau met with representatives of the Directorate general for Maritime Affairs and Fisheries of the European Commission(DG MARE), to present his vision for the blue growth project and talk about the possibilities for improving the connection between the supranational and the subnational level, presenting some examples for projects on regional scale.

As part of the ongoing preparations on his report "A new stage in the European policy on blue growth" Mr Clergeau met on 10 January with representatives of "Wind Europe". Subject of the discussions was offshore wind power generation.
On 10 January CoR rapporteur Clergeau met with representatives of JPI Oceans to discuss in details the possibilities fo co-financing of "blue growth" projects and the priorities of the Joint Programme Initiative.

European Commission publishes its findings of the fitness-check of the Nature Directives (SWD(2016) 472 final, SWD(2016) 473 final)
The majority of the original obligations set out in Directive 91/692/EEC ("Standardised Reporting Directive") have for different reasons become obsolete and have no legal effect anymore. As a result, the European Commission proposes to repeal the Directive in line with the Better Regulation agenda. In addition, the legislative proposal repeals and amends provisions of six legal acts in the area of environment/climate change that still refer to Directive 91/692/EEC, including replacing provisions that refer to old comitology by references to implementing and delegated acts.(COM(2016) 789 final - 2016/0394 (COD))The legislative proposal is accompanied by a non-legislative Communication COM(2016)793 final, which declares the obsolescence of 11 implementing decisions still in force adopted by the Commission to establish questionnaires for environmental reporting including Decision 95/337/EEC.
The Council and EP sign the new NEC Directive (Directive of the European Parliament and the Council on the reduction of national emissions of certain atmospheric pollutants, amending Directive 2003/35/EC and repealing Directive 2001/81/EC)
Adoption of the European Parliament legislative resolution on the proposal for a regulation of the European Parliament and of the Council establishing a framework on market access to port services and finanial transparency of ports, which lays down the position of the European Parliament at first reading.
The European Parliament adopted at second reading its legislative resolutions on the three dossiers under the governance pillar. For all three dossiers, the Parliament approved the Council position at first reading without amendments.
The three final acts under the governance pillar were signed by the President of the European Parliament and by the President of the Council.
On 11 December China will have been a member of the World Trade Organization (WTO) for 15 years and this means the expiry of some provisions in China’s Protocol of Accession to the WTO. According to China, it from this date to be considered as a “market economy,” which would mean that the EU will find it harder to impose its current duty levels on Chinese goods. The EU is therefore pressured to create a new arsenal of trade defences, as requested in the CoR opinion (see proposal foreseen for 9 November) .

Orientation debate of the European Commission.Decision, in line with the CoR opinion not to revise the Nature Directives, but to adopt an Action Plan on improving their implementation.According to the European Commission, the Action Plan will foresee "holding regular meetings with mayors and other local authorities to assess implementation challenges and help Member States take the necessary corrective action", "appropriate implementation guidelines for regional actors, reducing unnecessary burdens and litigation, and incentivising national and regional investment in biodiversity". "The Committee of the Regions will be closely involved in the follow-up of today's orientation debate."

The TRAN committee adopted the draft recommendations for second reading for the three legislative dossiers under the governace pillar.
The minister-president for the Region of Wallonia, Paul Magnette, presented a series of proposals for a new method of negotiating free trade agreements between the EU and third countries.Magnette's text, the Namur Declaration, is based around three key areas – the respect of democratic procedures; the respect of socio-economic, health and environmental legislation; the guarantee of the public interest when resolving disputes. The text was signed by around 40 eminent academics, including French economists Thomas Piketty and Jean-Paul Fitoussi, Belgian Philippe Maystadt (former EIB president), Hungarian Laszlo Andor (former European commissioner), and Canadians Georges Ross and Frédéric Mérand. The Namur Declaration is generally in line with what the CoR has requested in its opinions on trade.
On 2 December 2016, the CoR's ECON Commission debated and adopted Markku Markkula's draft opinion on "Bridging the Investment Gap: How to tackle the challenges".

European Commission adopts Ecodesign Working Plan 2016-2019In line with the CoR opinion, the Working Plan foresees that the European Commission during upcoming reviews of existing Ecodesign and Energy Labelling implementing measures examines how aspects relevant to the circular economy, such as resource efficiency, reparability, recyclability and durability can be assessed and taken on board when revising the existing measures.

Rapporteur Hanspeter WAGNER participated in the conference "Enhancing Synergies between Tourism and Cultural and Creative Industries - Innovative solutions as the main driver for jobs and growth" which was organised on the European Tourism Day.
The European Commission announced the launching of the European Platform on food waste and losses, established as planned within the EU Action Plan to promote Circular Economy. The Committee of the Regions has been invited to participate in the work of the Platform. At its meeting on 27 September 2016, the Commission for Natural Resources appointed Mr Ossi Martikainen, the rapporteur on Food waste, as the CoR representative of the Platform. The first meeting will take place on 29 November 2016 at the premises of the CoR.

On the occasion of the EYCS Council meeting on 22 November 2016, ministers discussed how the EU and its member states can cooperate effectively to bring about a more strategic and global approach in international cultural relations. Several important aspects underlined in the CoR Opinion were also reflected in the main outcomes resulted from the Council debate.
The rapporteur attended the 7th European Alcohol Policy Conference on 21-22 November 2016 in Ljubljana, Slovenia with the theme: Alcohol policy for Sustainable Development – ACT NOW. This is the seventh in a series of conferences of this kind with the participation of more than five Health ministers from across Europe, the European Commission, the World Health Organization, researchers and public health officials. The aim of the conference is to raise awareness about the current burden of alcohol in Europe, to look at the latest development in Europe and explore ways in which cost-effective alcohol policies can contribute to creation of sustainable health system savings.
The following topics were discussed:The impact of alcohol on inequalities in health, poverty and sustainable development; Alcohol policy and politics: the way forward ; how to reduce inequalities; young people and drinking; Innovative approaches to implement alcohol policy; New developments and country case studies.

The Policy debate is organised by the Permanent study group on sustainable food systems of the European Economic and Social Committee.
The Council adopted a resolution on a New Skills Agenda for an inclusive and competitive Europe (13413/16), in the framework of the Commission's communication on the strategic importance of skills for sustaining jobs, growth and competitiveness.On this occasion Commissioner Thyssen highlighted the key role that social partners at all levels could play in putting the Skills Agenda into practice, as well as the importance of partnerships between central and local authorities and public and private sector. Commissioner Navracsics underlined the dual nature of skills, which must include not only technical but also civic competences, critical thinking and entrepreneurship skills.The Council also reached political agreement on a recommendation establishing "Upskilling Pathways: New Opportunities for Adults" (formerly "Skills Guarantee"). It aims to provide opportunities for low-skilled adults to acquire a set of skills, knowledge and competences relevant for the labour market and active participation in society.
ECYS Council adopted conclusions on promoting new approaches in youth work to uncover and develop the potential of young people.

In a meeting that took place on 12 October 2016, CoR Rapporteur Westley met with the shadow rapporteur of the European Parliament Mrs Renata Briano (IT/S&D) to discuss the interinstitutional aspects of the draft regulation on "Technical measures". Both rapporteurs agreed that the framework conditions, as lised in the annexes, are essential part of the regionalisation, and should not be changed drastically in advance as a part of the negotiation process. Part of the discussion was also the fact that certain flecibility is needed to meet the needs of fishers on the ground.
The rapporteur represented the CoR at the European Conference on Youth Self-Employment organised by the Regional Union of Municipalities of Attica (P.E.D.A.) in collaboration with the European Network for Inclusion and Local Social Action (E.L.I.S.A.N.) in Athens.

The rapporteur has (together with MEPs, representatives of labour union as well as industry) sent a letter to the European Commission President Jean-Claude Juncker asking that the Commission include the following elements in its forthcoming legislative proposal on trade defence instruments:-A clear link between the trigger of the new “non-standard” anti-dumping methodology and the EU’s market economy criteria: the use of Chinese prices and costs as a basis for calculating dumping should depend on China’s and Chinese producers’ complete fulfilment of the EU’s five criteria as established by EU law and practice
The ENVE Secretariat met with Lombardia representative responsible for climate. They discussed Lombardia leading action on adaptation, including its adaptation strategy, its further implementation, and how it influenced the national and european strategies as well as how it helped Lombardy cities, business and rural areas to build their resilience.The international level, notably the initiative RegionsAdapt and possible collaboration with the Covenant of Mayors were also among the topic of discussion.

In its Communication the European Commission announces its plans to propose a new method for calculating dumping on imports from countries where there are market distortions, or where the state has a pervasive influence on the economy (this concerns specifically, but not only, China).The European Commission also announces that it will not grant 'market economy status' to any country but ensure that the EU's trade defence instruments are adapted to face the new challenges and legal and economic realities, while maintaining an equivalent level of protection.
Mrs Hertell presented her working document to frame the debate on adaptation. Mr Claus Kondrup, senior policy officer on climate mainstreaming and adaptation, DG CLIMA, European Commission, made a presentation on mainstreaming climate within the EU budget. Birgit Georgi, senior project manager at the European Environment Agency presented the EEA latest report on adaptation in urban settings. Lucie Blondel, project manager in charge of Mayors Adapt/adaptation within the Covenant of Mayors also made a presentation.

Collection, quality and availability of marine data have been identified as major issue for further development of EU policies on maritime affaires and fisheries, including all aspects of Blue growth. The goal of the seminar is to discuss how policy in this field can potentially catch up with latest developments and which approach is the most suitable for local and regional authorities throughout Europe, identifying possible solutions. Particular accent during the discussion will be put on cartography and mapping for the purposes of integrated maritime policy and maritime spatial planning, and the importance of an methodological approach to the use of data for the development of the blue economy.
The seminar was followed by a practical session of the new functionalities of the European marine data portal EMODnet. Those new functionalities allow local and regional authorities throughout Europe to access freely available marine and socio-economic data in an easy-to-use format that allows them to better plan their activities in the field of the blue economy – something the CoR asked in recent opinions.

Minister for Environment of Sardinia, Donatella Spano, met with rapporteur Sirpa Hertell to talk about regional adoption, vertical and horizontal coordination, cross-sector collaboration, as well as Sardinia's experience as coordinator of the Italian inter-regional board for the implementation of the national adaptation strategy. Mrs Spano also talked about Sardinia's involvement at international level within the Under 2°C Memorandum of Understanding and her subsequent experience in sharing best practice.

Climate change mainstreaming is an important new feature of the Cohesion policy and significant funds have been allocated to climate-related actions.The workshop presented the achievements and outlined what further efforts are needed. It was be based on presentations by (1) CLIMA on climate policy, climate mainstreaming, main results; (2) REGIO on the link with sustained and sustainable economic growth, (3) Two cities / regions on best practices in climate mainstreaming.
The rapporteur met EP Rapporteur Sabine Verheyen (EPP/DE). She delivers the draft report on 13 November 2016 and IMCO Committee will adopt it in February/ March 2017. The CoR opinion is very much in line with her point of view.
Members of the CoR NAT Commission will meet in Hastings, UK during a one-day seminar to discuss economic development in coastal towns based on fisheries. The event under the title "Implementation of Sustainable Innovative Projects in Coastal Towns:Regions leading the Way" will enable the exchange of knowledge, experiences and know-how on local and regional strategies in terms of business development, local investments, tourism, rural policy and fisheries/maritime policy.
EU Security Union Commissioner Julian King visited the Belgian city of Mechelen as part of the Commission's commitment to step up its work in tackling radicalisation. He met Mechelen Mayor Bart Somers to discuss what has become known as the "Mechelen approach" in fighting radicalisation. Commissioner King met a wide range of local experts, including the Council's Radicalisation Officer and the Head of the Mechelen Police. Mr Somers and Commissioner King spoke with victims of terrorism and families directly affected by terrorism and exchanged views with frontline workers – such as youth and social workers, as well as activists involved in a variety of grassroots initiatives including sports and art projects.

Rapporteur Hertell participated in the Climate Alliance working group meeting on adaptation in Krems, Austria. The local adaptation experts made suggestions to the rapporteur and had a fruitful exchange with the rapporteur on all topics of the opinion (governance, financing, stakeholders engagement, risk assurance).During the Working Group, Mrs Hertell was joined by Giuliana Torta from DG CLIMA. She provided more details about the Commission's review plans for the strategy.

The rapporteur's draft opinion was debated by Members of the ECON Commission, with European Parliament rapporteur, Nicola DANTI, and European Commission representative, Henning EHRENSTEIN.ECON members amended and adopted the draft opinion, which is now scheduled for final adpoption in the CoR plenary of 7-8 December 2016.

The ENVE Secretariat participated to the Forum on "Climate Change Adaptation & Resilience – exploring and unlocking opportunities" organised within the framework of the Climate Chance Summit gathering all non-Party stakeholders.

The ENVE Secretariat participated in the ECONADAPT workshop organised by DG Research. The workshop from the DG Research funded ECONADAPT project on the economics of adaptation synthesised the findings of the ECONADAPT project. It also included findings from other DG Research adaptation projects. The aim was to bring research together to help inform the 2017 Adaptation review and provide input to Action 4 of the adaptation strategy on building the information base.

Europe's migration challenge is an area where European citizens want to see more European action. As Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship, told the CoR Plenary Session last year, local and regional authorities are on the frontline of the challenges, but also at the heart of the solution because they often provide the first services when migrants arrive.
On the invitation of Apostolos Tzitzikostas, Governor of the Region of Central Macedonia, the EPP Group in the European Committee of the Regions will meet in one of Europe's most affected regions, Thessaloniki, on 16 September, to take stock of the situation and find common responses for the future.

INFORMAL FARM COUNCIL – SLOVAK’S MATECNA PUSHES FOR EU-WIDE FOOD CHAIN RULESSlovak Agriculture Minister & current Council chair Gabriela Matečná called for a common, EU-wide response to curb unfair trading practices (UTPs) along the food chain at the informal gathering in Bratislava this week (Sept 11-13), while a number of delegations inc. DE, UK, SE, NL, FI, BE, LV & DK favour the current voluntary approach. Strengthening the position of farmers in the supply chain & tackling UTPs is a key priority for the Central European country, with Matečná adding that “price formation is lacking in transparency” making a case to extend market observatories to provide data on margins, retail & consumer prices. “Farmers are producing our food & thus determining our health … they must have fair conditions throughout the common market”, she added. This morning’s formal discussion in the ornate Reduta concert hall – home to the Slovak Philharmonic – was guided by 3 key questions on how to enhance farmers’ bargaining power - i) how can current farm policy be improved inc. support for farmers to better organise themselves into Producer Organisations when dealing with large retailers; ii) which measures need to be implemented at European level to achieve price transparency in the entire food supply chain; & iii) what form of a common framework at EU level is the most efficient to address UTPs.Proceedings kicked off in Bratislava’s historic old town on Sun evening (Sept 11), while Ministers, delegates & journalists alike were treated to a warm Slovak welcome during their stay. Most agreed that the highlight of the well-organised visit was an impressive display of thoroughbred horses at the National Stud on the grounds of Château Topoľčianky. There was a good turn-out at the gathering, with each country represented by the Minister or Deputy. There were some notable exceptions inc. Czech Republic’s Marian Jurečka who remained in Prague to prepare the country’s budget & Lithuania’s Virginija Baltraitienė who was on the campaign trail back home ahead of elections on Oct 9. The UK’s George Eustice was also in attendance, while Ireland’s Michael Creed was upbeat on his arrival having just returned from a successful trade mission to China & Singapore, accompanied by representatives of major Irish agri-food firms.Speaking ahead of the gala dinner at Bratislava Castle on the Monday evening, EU Farm Commissioner Phil Hogan said “as we are working to address the agricultural crisis through measures in the short-term, we are well-advised to keep looking at the longer-term & any solutions that can structurally improve the situation of farmers”. But he cautioned that “we should not fall in the trap of believing that finding the right answers to the questions are the be-all & end-all to certain agricultural sectors’ current calamities”. Exactly 20 years after the ground-breaking European Conference on Rural Development in Cork, which concluded with the signing of the Cork Declaration on Rural Development, the European Commission, under the responsibility of Commissioner Phil Hogan has organised a second European Conference on Rural Development in Cork on 5-6 September 2016.
The Conference was aimed at bringing together 300 or so stakeholders in order to discuss current and future challenges of farming and rural areas, as well as potential policy responses - with a view to drafting a new Cork Declaration.

ENVI Committee – deadline for submitting amendments to ENVI report on legislative proposals amending waste directives is the 30 June at midnight.
On 30th June, the draft opinion "Delivering the global climate agreement – a territorial approach to COP22 in Marrakesh" (Rapporteur: Francesco Pigliaru, ENVE Commission Chair, President of Sardinia, (IT/PES)) was adopted in ENVE Commission and included a part on adaptation. This part highlighted the need for adaptation policy to be integrated within a comprehensive climate policy and introduced the opinion to come on adaptation for which Mrs Hertell is rapporteur.
In this conference organised by the CoR, the Regional minister of Environment of Sardinia, Donatella Spano, gave a presentation on: "Multi-level governance – the regional level as a pivotal level to ensure coherent policy-making, the example of adaptation".She gave a clear overview of the contribution of regions in the promotion of resilience throughout Europe and beyond. She also demonstrated how regions can help translate EU and national strategies down to the local level and help their territories and small towns and cities to adapt to climate change.This session on how to engage all actors on implementation was chaired by Sirpa Hertell.

Rapporteur Sirpa Hertell met with DG CLIMA head of Unit on adaptation, Beatriz Yordi and her team.Mrs Yordi confirmed that the CoR opinion timeline matched perfectly the EC timeline for the evaluation and review of the EU strategy on adaptation to climate change.Mrs Hertell and Mrs Yordi discussed about adaptation policy and financing. They discussed about the importance of the Covenant of Mayors, how national strategies should develop down to the local level + inversely how cities are leading on adaptation.Economic aspects, themes of good governance, cross-border/transnational aspects and macro-regional strategies were also discussed.Mrs Hertell insisted in the role of regions to build resilience within territories and that it should also be featured within the next strategy.
During the 9th meeting of the CoR NAT Commission the rapporteur Ms Emily WESTLEY (UK/PES) presented the working document and discussed with NAT members the proposal on technical measeures and the reform of the Common Fisheries Policy.
In the afternoon session of its 9th meeting, the CoR NAT Commission held a debate on the future of European small-scale fisheries with representatives of the European Parliament, the European Commission, the fishing industry and Fishermen. The accent of the discussion was the importance of small fisheries for the unique economic ecosystem of small coastal towns. After the end of the meeting, CoR members had a separate meeting with representatives from Croatian FLAGs and LAGs.
Further to the trilogue meetings on 18 April 2016, 24 May and 9 June 2016, an agreement was reached between the Council and the Parliament at the trilogue meeting of 27 June 2016.

ENVE Secretariat and EPP group met with DG CLIMA's adaptation unit in order to discuss the objectives of the own-initiative opinion and the timeline to feed usefully within DG CLIMA's work on adaptation. This meeting also prepared a formal meeting between rapporteur Sirpa Hertell and Head of Unit Beatriz Yordi. DG CLIMA insisted on the usefulness to have more information on the economic impact of climate change at local level. It also discussed about the publication of a study on the mainstreaming of climate within EU budget.

The Committee of the Regions was also invited to join the EU Platform on Food Losses and Food Waste which will start operating in autumn 2016.

The CoR organised the Forum on the EU Urban Agenda in Amsterdam on 30 May 2016, jointly with the Association of Netherlands Municipalities, the Association of the Provinces of the Netherlands, the City of Amsterdam and the Province of Noord-Holland. The Forum was an excellent opportunity to group the key players in charge of the Urban Agenda. Participants had the opportunity to learn about urban best practices and take part in very interesting discussions on how cities can become smarter, greener and more inclusive, as well as, how cities can cooperate with neighbouring municipalities within functional regions. There was a general consensus about the fact that the adoption of the Pact of Amsterdam was not the end, but only the beginning of a continuous process of implementing the Urban Agenda.

European Commission adopts Communication "Delivering the benefits of EU environmental policies through a regular Environmental Implementation Review" (EIR), COM(2016) 316 final. The also states that "The Commission will also liaise with the Committee of the Regions in respect of the key horizontal findings in order to engage with local and regional representatives in raising awareness about specific actions (footnote: For example through the Technical Platform for Cooperation on the Environment set up by the Committee of the Regions and the Commission, referred to in the 7th EAP, p. 189). The outcomes of these dialogues will inform the Commission's follow up of each EIR cycle."
European Commission adopts Staff Working Document "Towards a Fitness Check of EU environmental monitoring and reporting: to ensure effective monitoring, more transparency and focused reporting of EU environment policy", SWD(2016) 188. The SWD recognises the CoR opinion by stating that "This undertaking will only be successful if all involved join forces. The Commission and its services will engage actively through workshops, consultations, evidence gathering and bilateral dialogues with EU institutions and bodies to find the best ways forward throughout the process; the opinion of the Committee of the Regions is a valuable contribution to this end."

On 24 May 2016, the rapporteur participated in a "Vision & Practices" seminar organized in Gävle (Sweden) under the Erasmus + project. She also underlined the importance ofensuring gender balance in governance, business, Higher Education and ICT.

Breakout session Green Climate Cities at 8th European Conference Sustainable Cities and Towns
Today, many cities, towns and regions actively plan and achieve greenhouse gas (GHG) emission reductions and adapt to climate change. They have been crucial in raising ambition at the global level, also showing the impact of their efforts. Their role remains clear: catalyzing new action and leading the transition to a more sustainable future.
There are two key initiatives that help local governments make firm commitments and report on their progress, namely the Compact of Mayors and the Covenant of Mayors. Each initiative was designed to be unique, but there are also many similarities. These initiatives and how local governments benefit from them will be explored in this session.
The Compact of Mayors is a global coalition of mayors and city officials committing to reduce GHGs, enhance resilience to climate change and track their progress publicly. It is an agreement by city networks – and then by their members – to fight climate change in a consistent and complimentary manner to national efforts. The Compact of Mayors was launched in 2014 by UN Secretary-General Ban Ki-moon and his Special Envoy for Cities and Climate Change, Michael R. Bloomberg, under the leadership of the world’s global city networks – C40 Cities Climate Leadership Group (C40), ICLEI – Local Governments for Sustainability (ICLEI) and the United Cities and Local Governments (UCLG) – with support from UN-Habitat, the UN’s lead agency on urban issues. The Compact establishes a common platform to capture the impact of cities’ collective actions through standardized measurement of emissions and climate risk, and consistent, public reporting of their efforts.
The Covenant of Mayors for Climate & Energy brings together thousands of local and regional authorities voluntarily committed to implementing the European Union (EU) climate and energy objectives on their territory. New signatories now pledge to reduce CO2 emissions by at least 40% by 2030 and to adopt an integrated approach to tackling mitigation and adaptation to climate change.
How do these two initiatives differ and where are they similar? What are the synergies between these initiatives? What can they offer to local governments across the globe? These questions will be explored in a dynamic, interactive session.
During a study visit of the ENVE Commission at the 8th European Conference Sustainable Cities and Towns, 27-28 April, Bilbao, Spain, Kata Tutto, rapporteur on the Covenant of Mayors, spoke at a breakout session on Green Climate Cities and insisted on the importance of the new Covenant to entegrate both mitigation and adaptation.
On 26 April Rapporteur Landergren exchanged the views with Mr Jacek Krawczyk, the European Economic and Social Committee Rapporteur for the Aviation Strategy. Ms Landergren also participated in the EESC public Hearing "Delivering the EU Aviation Strategy-getting stakeholders on board".
The EP rapporteurs Mr Jan Olbrycht and Ms Isabelle Thomas presented their draft report on the preparation of the post-electoral revision of the multiannual financial framework (MFF) 2014-2020. The report is the EP's input ahead of the Commission's proposal, expected later this year.

The rapporteur spoke at the high level working round table, organised by Treasure, an European Commission funded project in the field of civil protection, with the WHO, Red Cross EU office and DG ECHO attending the debate. Mr Banaszak presented the work of the CoR in this field, highlighthing the importance of intevention of local and regional level. On 21st April, during an ENVE Commission meeting, Mrs Hertell (FI/EPP), city councillor in Espoo, was appointed rapporteur for a CoR own-initiative opinion "Towards a new EU climate change adaptation strategy – taking an integrated approach".
This opinion aims to feed within the work of the European Commission ahead of the draft of the evaluation report of the 1st EU strategy on adaptation to climate change in september 2017.

On 19 April 2016, at the opening of the European Culture Forum in Brussels, Commissioner Navracsics announced that "the European Commission will present a proposal to make 2018 the European Year of Cultural Heritage" . He stated his conviction that "it would be a good opportunity to boost awareness of and promote education about our cultural heritage". Commissioner Navracsics also expressed openness "to start the legislative procedure and to work with Member States, the European Parliament and with stakeholders [...] to make this happen."

The CoR organised one of the four workshops in the 2nd edition of the European Migration Forum that is co-organised by the European Commission and the EESC in Brussels. This year the Forum focused on legal migration and the CoR workshop discussed the role of the local level in the effective integration of third-country nationals, including asylum seekers and refugees. The CoR President, Mr Markkula, opened the Forum together with Commissioner Avramopoulos and the EESC President, Mr Dassis. LRA representatives and CoR members took part in the workshops and Mr Kalogeropoulos represented the CoR in the high-level debate that closed the Forum.

ENVI Committee – Progress report by EC VP Katainen on Circular Economy Action Plan
The European regional meeting of HABITAT III in Prague was part of the official preparatory process of the Third United Nations summit on housing and sustainable urban development “Habitat III”, which will take place in Quito, Ecuador, on 17-20 October 2016.
The meeting focused on the region of the United Nations Economic Commission for Europe consisting of 56 Member States (European countries beyond the EU + USA and Canada), and participation is open for all stakeholders.
The goal of the event was to involve a wide range of participants that will debate regional priorities for the “New Urban Agenda”, at global level, and policy recommendations in the form of a final “Prague Declaration”.

The rapporteur, Benedetta Brighenti, took part in a ProComuns conference in Barcelona on "Commons Collaborative Economies: Policies, Technologies and City for an economy of the people", specifically in the first plenary on Public Policies for commons collaborative economy.
The Committee of the Regions and the Dutch Presidency of the Council of the European Union organised two joint workshops on simplification on 27 January 2016 and on 10 March 2016. Up to 100 experts from the Member States and regional and local authorities, including representatives from managing and audit authorities, discussed the challenges and proposals for simplification.
The second workshop on 10 March 2016 focused on "state aid in Cohesion policy" and "public procurement".
A final report of the workshops presents a number of concrete proposals for simplification.
Kieran McCarthy (IE/EA), SEDEC member and political coordinator participated as a speaker in the Panel Session 1A: "Integration of migrants and refugees: what answers can European grassroots sport provide?" During the debate, the role of regional and local authorities in the provision of sport was highlighted - in particular the call to support the European Week of Sport and to connect structural programmes to sports infrastructure. It was underlined that sport is happening extensively at the local and regional level so local and regional authorities (LRAs) need to play a fundamental role in developing the European dimension of sport. LRAs create a multi-level governance approach that has the potential to be a bridge between EU and local levels, by also helping to reach out to community initiatives such as clubs, schools or parents' initiatives.
The 2016 edition of the Forum tackled key issues facing EU sport including how sport can support the integration of migrants and how to ensure good governance for the world of sport. Participants were updated on and debated EU sport policy and preparations were made for the 2016 edition of the European Week of Sport.
The European Parliament voted its amendments at first reading on 8 March 2016. The rapporteur, Knut Fleckenstein, S&D-DE, was given a mandate to negotiate a first reading agreement with the Council.
Ministers of the Environment of the EU debated over the implementation of the COP21 agreement, based on the Communication published by the European Commission and a policy paper prepared by the Dutch presidency of the EU. Several ministers stated they needed more time to analyse the Communication while the Czech Minister noted that the role of regions in climate change was overlooked by the European Commission in its Communication.

The COTER commision, at its meeting of 2 March 2016, endorsed the proposal to issue an own-initiative opinion on the Future of Cohesion Policy beyond 2020, with Mr Michael Schneider (DE/EPP) as rapporteur. The proposal will be forwarded to the Bureau for final decision on 6 April 2016.
On 2 March the European Commission presented a 10-page document asssessing the implications for the European Union of the new global climate agreement adopted in Paris in December 2015. The assessment was accompanied by a proposal for the European Union to sign the Paris Agreement.
The communication clearly highlight the support of the European Commission to cities and their involvement in translating Paris agreement's goals into action. It notably quoted the importance of the Covenant of Mso create a one-stop-shop for local authorities.

COMPET Council –political orientation debate on Circular Economy Action Plan
The fact finding mission to Mechelen took place on 25th February, on the invitation of Mr. Bart Somers (mayor of Mechelen and rapporteur of the CoR opinion on Combatting Radicalisation). The experience and preventive approach of local authorities in fighting radicalisation was presented by speakers from Mechelen, Vilvoorde and Antwerp. The second part of the mission included a testimonial of a mother who lost her son in fights in Syria and two field workers of Mechelen and Vilvoorde
This debate is the starting point of the mobilisation of the Committee of the Regions for the yer to come on climate.

Speakers did presentations on the humanitarian context of current internally displaced persons (IDPs) in third-countries, the root causes of displacement, the practical implications of hotspots, the consequences of resettlement, and the need for alternative solutions. There was also the chance to address aspects of the integration of refugees into European cities while looking at the 'aftermath' of protection and the impact on urban areas within Europe. The Rapporteur highlited the main points of the Opinion and explained the experience of integrating refugees in his municipality.
The EU and US finished the 12th round of talks on the Transatlantic Trade and Investment Partnership (TTIP) on 26th February. Negotiators worked towards the objective of achieving an ambitious, high standard TTIP agreement that responds to both EU and US interests. According to the Commission the parties remain ready to seek to conclude the negotiations in 2016, provided that the substance is right.

CoR member Kata Tutto participated to the round table on the financing of the transition towards a lower carbon economy. Gilles Pargneaux, rapporteur of the European Parliament COP21 report moderated the session. Representatives of banks, industry and the European Commission also participated to the session. Dominique Ristori, Director General for Energy at the European Commission made the conclusions. The position of the Committee of the Regions is to insist on issues of access to already available funding and financing schemes for regions and cities.
The problem of policy predictability which can deter private investors and banks is also harming the transition to a low-carbon economy, notably renewables.
Given the large amount of investment needed to implement the COP21 agreement, cities and regions also increasingly turn to public and private investment, putting in place viable economic plans based on innovative financing mechanisms in order to access financing.
There is a strong need to support cities and regions in the design of these tailor-made financing solutions adapted to local circumstances as well as to promote a multi-level governance approach which can guarantee that the need for these financing solutions is integrated by institutions providing these funds.
The rapporteur took part in a seminar organized by the city of Turin on the Sharing economy and models of governance.
Andres Jaadla (EE/Keskerakond), ALDE coordinator of the ENVE commission and the initiator of Covenant of Mayors (CoM) in Estonia, participated in a CoM workshop in Nairobi organised by the Council of European Municipalities and Regions (CEMR). He was invited to share best practices as „ Ambassador of the Covenant of Mayors „ in the field of sustainable energy action and introduce the work done in Estonia in general and his hometown Rakvere in particular. Attended by mayors from a number of African countries, the workshop addressed the opportunities and challenges faced by smaller cities and towns when achieving energy saving conditions foreseen in the Covenant. Whereas larger cities have the economic prowess and human resources to fulfil the requirements, smaller cities are much faster in the implementation phase. "The example of Rakvere clearly shows that small and medium-sized cities are capable of achieving remarkable results, and not only in Europe. One simply has to be brave and eager", said Jaadla.
Andres Jaadla, was the Mayor of Rakvere from 2002 to 2012. A number of world-renowned energy-saving and environmental projects were launched during his tenure as Mayor, most notably the first so-called zero-energy house in Estonia.

On 12 November 2015, the European Commission organised a conference on "Taking stock of EU transport policy - the 2011 White Paper: achievements and challenges" in order to inform stakeholders about the outcome of the public consultation that had been carried out between 10 March and 2 June 2015 and the respective positions elaborated by the EU institutions. The main message that the European Commission took from the conference is that the 2011 White Paper remains a relevant document that does not need major revision, especially of its overall aims and targets, but that would benefit from punctual adaptation, in particular to integrate new developments such as digitalization.

FVE Conference on "Natural Disasters and One health: Are we ready to react?"Natural disasters severely challenge the health and welfare of people, animals and the ecosystem. The Federation of Veterinarians of Europe in association with the Latvian EU Presidency and with the support of the Committee of the Regions organised a conference focusing on preparedness and management of such crises. About 90 participants actively engaged in the discussions recognising that humans, animals and the environment are interlinked and advocating the imperative of considering ‘One Health’ holistic approach as fundamental part of the whole exercise. Prospects for the EU dairy sector: draft report presentation. James Nicholson (ECR, UK) will present his draft own-initiative report onprospects for the dairy sector. For him, the expiry of the milk quota regimein April after thirty years of existence will present both challenges and opportunities for the dairy sector. The implementation of the milkpackage since October 2012 has been disappointing. Therefore, heencourages stakeholders along the dairy supply chain to avail themselvesof the measures under the Milk Package, and proposes new instrumentsto be considered by the Commission.

Both pave the way for Europe to take a leading role on climate challenges with a view to the Lima Conference in December and the Paris Conference in 2015. The opinion, presented to the Plenary, attracted a lot of attention from the Members and the press community and was adopted almost unanimously. The rapporteur stressed that what was urgently needed is a far more coherent and ambitious tourism strategy between local, national and EU governments. The EU should focus its efforts to encourage those coastal regions whose economies rely so heavily on tourism to exploit their unique local and regional services and products, whilst protecting the environment. It is important to improve regional cooperation so as to share knowledge on tourism. The Committee raised serious concerns about the poor connections and transport infrastructure for some coastal regions which is restricting the flow of tourists and subsequently holding back growth. It calls for sufficient funds from the EU budget 2014-2020 to be made available to support tourism in coastal regions and enhance their sustainable infrastructure.

Workshop "Inform-prioritize-collaborate: Cooperation of Regions on Innovation in Forest management, use of wood and forest-related service", organized by The ERIAFF Network(1) (European Regions for Innovation in Agriculture, Food and Forestry), the European Forest Institute (EFI), the European Confederation of Forest Owners (CEPF), the European State Forest Association (EUSTAFOR) and EUROMONTANA (the European Mountain Regions Network). The workshop analysed how the 2014-2020 EU programmes and supporting actions (Rural Development, the EIP-AGRI, Horizon 2020) can help overcoming forest-related challenges through innovation and collaboration. The event provided an opportunity to discuss and set common priorities and to bring together potential stakeholders to work on possible project ideas.

During the informal Energy Council in Athens (Greece), the ENVE Vice-Chair Mr Bruno HRANIĆ delivered a statement aimed to stimulate the energy ministers' debate on energy efficiency and the 2030 Framework.
Bilateral meeting with Liz Longworth, UNISDR Europe Director. This meeting gave the opportunity to the Rapporteur to voice again the concerns of local and regional authorities and to make sure that their views will not be forgotten in the forthcoming negotiations on the HFA2.
Speaking at the prestigious European Business Summit, attended by over 1500 participants and featuring Jeremy Rifkin, Ken Ash, Nani Beccalli-Falco, Jose Manuel Barroso, Michel Barnier, Karl de Gucht and many other, the Rapporteur argued for a better private-public cooperation in the field of DRR and called for a stronger involvement of private sector. He spoke about the role of local and regional authorities in making European cities and regions more resilient and reminded the audience just how important smart, sustainable and risk-proof urban and rural planning is. The opening panel, in which Cllr. Siggs took part consisted of 4 speakers including Commissioner Georgieva and UNISDR Director Elizabeth Longworth.

Meeting with Echno GOSPODINOV, Cabinet of Commissioner Kristalina Georgieva (Commissioner responsible for International Cooperation, Humanitarian Aid and Crisis Response). This bilateral meeting gave the Rapporteur an insight into the Cabinet's view on the successor of the Hyogo Framework for Action and was an occasion to assess the HFA strengths and weaknesses so far. The Cabinet Member, drawing on over 35 years of experience in the field of disaster response, shared also his personal views on international assistance in faces of disasters. Commitment to work closer together (EC-CoR) was made.
Meeting with Paola ALBRITO UNISDR Regional Coordinator for Europe (United Nations Office for Disaster Risk Reduction). This meeting with the UNISDR Europe builds on the December 2013 round table, held in the NAT Commission. The Regional Coordinator spoke about the UN views on the HFA successor and complemented the Rapporteur's early draft.
The discussion with the UK Perm Rep gave the Rapporteur an overview of the Council Members' positions and enabled him to discern possible conflict areas whilst clarifying where the MS seem to align.
Meeting with Jo DE BACKER, EU Policy and Liaison OfficerEmergency & Post-Crisis, Migration & Environment and Resettlement at the International Organisation for Migration. This bilateral exchange with OIM enabled the Rapporteur to gain additional information on migration on the eve and in the aftermath of a catastrophe. This often overlooked aspect of the DRR policies merits a thought.
Conference organised by the IFOAM EU and the Representation of the State of Baden-Württemberg to the EU on legislative proposal for a new organic EU regulationThe organic sector discussed the legislative proposal during a stakeholder conference jointly organised by IFOAM EU and the Representation of the State of Baden-Württemberg to the EU on 29 April. An overwhelming majority of the 140 participants from the organic sector, NGOs and Member states agreed that the proposal, in its current form, is inadequate. It fails to deliver a positive vision for progressive, principle based, organic development.
