The Committee of the Regions is drafting an opinion on the Communication from the Commission "Europe 2020 Flagship Initiative on Innovation Union" COM(2010) 546 final.

Innovation has been placed at the heart of the Europe 2020 strategy as our best means of successfully tackling major societal challenges, such as climate change, energy and resource scarcity, health and ageing, which are becoming more urgent by the day. The Innovation Union flagship aims at focusing Europe's efforts – and co-operation with third countries – on major societal challenges by using public sector intervention to stimulate the private sector and remove bottlenecks (e.g. lack of finance, fragmented research systems and markets, under-use of public procurement for innovation and slow standard setting) which stop ideas reaching the market.

The Rapporteur on the opinion, Cllr. Roger KNOX (UK/EA), Member of the EDUC Commission of the CoR, and his expert, Prof. Alan Gilloran, are coming to Brussels and would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion.

The consultation will be held in English, the mother tongue of the Rapporteur. It will focus on a set of questions to be sent along with a working document to those attending. The working document will address four major issues:

-         synergies between cohesion and innovation policies;

-         innovation partnerships;

-         knowledge base and smart specialization;

-         bringing ideas to the market.
The Rapporteur would be very glad to receive your comments. In case you would already have a position paper related to the topic, please send us a copy by January 21. After registration, participants will be provided before the meeting with a CoR working document including a set of questions to be discussed during the consultation.

The consultation will take place at the premises of the Committee of the Regions, rue Belliard 99-101, 1040 Brussels, room JDE at 10:00 – 12:30.
