Stakeholder consultation by the Rapporteur Mr Giuseppe VARACALLI (IT/ALDE - CIVEX)

The Committee of the Regions is drafting an opinion on "The Internal Security Strategy" concerning the European Commission's communication on "The EU Internal Security Strategy in Action: Five steps towards a more secure Europe" COM(2010) 673 final.

The Rapporteur on the opinion, Mr Giuseppe VARACALLI (IT/ALDE), Member of the CoR CIVEX Commission and Municipal Councillor in the Commune of Gerace (Reggio Calabria), and his expert, Mr Carmelo BARBARO, will be in Brussels on Friday 11 February 2011 and would be happy to take this opportunity to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on his opinion. 

The consultation will focus on the attached Rapporteur's working document that will be presented to the CIVEX commission on 10 February 2011. Additionally, following points will be tackled:

  • Your view on the role of local and regional authorities and the Committee of the Regions within the EU security strategy; 
  • The objectives and actions that are more interesting from the point of view of your administrations/ stakeholders; 
  • Challenges your administrations/ stakeholders etc face with security issues and any best practices, which you have applied in response to these challenges, in particular: 
    • experience with regard to the fight against corruption and organised crime;  
    • experience and/ or ideas in relation to the confiscation of criminal assets and/ or the setting up of single contracting authorities at regional level; 
    • experience in fighting violent radicalisation and terrorism; 
    • experience in enhancing security in transport; 
  • Issues concerning administrative burdens/ cost on public authorities, business and citizens; 
  • The expected impact of measures contemplated within the internal security strategy on cross-border cooperation initiatives, 
  • Any other issue you consider relevant.

The Rapporteur would be very glad to receive your input – and in particular if you would have any position papers touching upon the subject, you are welcome to send them in by email.

With simultaneous interpretation being provided, you will be able to speak in French, English and Italian while listening to English and Italian.

The consultation will take place at the premises of the Committee of the Regions, rue Belliard 99-101, 1040 Brussels, room JDE 70 at 10:30 – 12:30.
