Stakeholder consultation by the Rapporteur Mireille LACOMBE (FR/PES - EDUC)

29/04/2011   Committee of the Regions, rue Belliard 99-101, B-1040 Brussels, Room JDE 53

The Committee of the Regions is drafting an own-initiative opinion on "European and international mobility for local and regional authority staff". This initiative builds on the White Paper on Multi-level Governance.

Today, many local and regional authorities, including the very smallest, are genuinely keen to develop an international and European strategy, which means that, way beyond simply looking for European funding, there is also a need for changes in the role, training and work of their staff.

More could be done to sensitise, train and mobilise the civil servants and other staff working for local and regional authorities who, in that they work with the elected representatives and are responsible for drawing up and implementing local and regional public policy under their direction, are also directly involved and concerned.

Given local and regional authority staff's close day-to-day contact with both the public and elected representatives, training and mobility would confirm and develop their role in putting across the European message.

The Rapporteur on the opinion, Ms Mireille LACOMBE (FR/PES), Member of the EDUC Commission of the CoR and Member of Puy-de-Dôme General Council, together with her expert, Mr Amadis DELMAS are coming to Brussels and would be happy to meet with representatives of the associations of local and regional authorities and other stakeholders for a consultation and exchange of views on her opinion.

With simultaneous interpretation being provided, you will be able to speak and to listen in French and English. The Rapporteur would be very keen to hear your views during the meeting. In addition, if you have any additional position papers touching upon the subject, you are welcome to send them to us in by email.

The consultation will take place at the premises of the Committee of the Regions, rue Belliard 99-101, 1040 Brussels, room JDE 53 at 11:00 – 13:00.
