The official will be responsible for providing assistance and for working on development, along lines laid down by the head of unit of the unit "Social and digital media, publications", and by the head of service of the Social and digital media service. Tasks will include, inter alia:


  • developing new functionalities; 
  • proposing and creating technical tools to improve the maintenance of the internet and intranet sites, as well as social media platforms, identifying dependencies and risks; 
  • liaising with the IT services of the CoR and other EU institutions in order to analyse, model, experiment with and manage systems and web and digital applications. 

Project management: 

  • analysing business, functional and technical requirements, drafting technical specifications to assist in translating business requirements into workable technical solutions; 
  • assisting in coordinating project activities and resources, including estimating workloads, evaluation and reporting, and preparation of project plans;
  • providing support in preparation of all technical documentation and interacting with project stakeholders;
  • communicating with external contractors for technical aspects regarding the platforms (hosting, development, releases, etc.);
  • collaborating with other European institutions in order to identify best practices, share experiences and explore areas of potential synergies in social media and web communication;
  • taking on various other project management assistance tasks. 


  • providing support with the general site maintenance, daily updates and validations of pages published by contributors;
  • monitoring the content and updating obsolete content;
  • contributing to the definition of the architecture of the site in collaboration with other services;
  • 2nd and 3rd level support for contributors;
  • proposing improvements and doing subsequent developments;
  • taking on various other webmastering assistance tasks. 

Systems administration: 

  • administration of the SharePoint farm used for the CoR website;
  • administration of Active directory and SQL servers;
  • deployment management;
  • maintaining databases;
  • taking on various other system administration assistance tasks. 

Qualifications and skills required:  

  • good knowledge of the European institutions and of the EU policies;
  • a sound grasp of the following IT tools: SharePoint 2010 Enterprise (Publishing infrastructure), SharePoint designer, programming in HTML5/CCS3, Bootstrap, .Net, Java, C#, Office;
  • thorough knowledge of an official language of the European Union and satisfactory knowledge of another official language of the European Union. For functional reasons, a thorough knowledge of English is required. Knowledge of other languages of the European Union would be an asset;
  • ability to anticipate issues;
  • problem-solving attitude and willingness to learn and develop new professional skills;
  • organisational skills;
  • tact, flexibility and institutional awareness;
  • ability to work as part of a team;
  • experience working with variations of SharePoint;
  • experience in project management;
  • experience in database administration, server virtualization, network infrastructure and active directory is an asset.
