Working environment:

  • Directorate A Members and plenary sessions, which includes unit A.3, comprises three units and is responsible for organising the work of the European Committee of the Regions' (CoR) constituent bodies efficiently.
  • It provides CoR's members and the institution's general secretariat with high-quality legal, financial and logistical services, in accordance with the current legal and financial framework.
  • Directorate A works closely with all of the relevant CoR's departments and with the other institutions as required by its activities.


  • The successful candidate must be fully able to manage a unit's resources and activities.
  • As head of unit A.3, he/she will organise the unit's tasks with due regard for the priorities and set or procedural deadlines and will ensure that the legal opinions drawn up are of a high quality.
  • The successful candidate must be extremely discreet and able to communicate easily in French and English on complex legal matters.
  • Unit A.3 offers the opportunity to gain a firm understanding of the wide range of issues covered by European Union law (civil service law, the institution's Rules of Procedure, public procurement, the financial regulation and various issues relating to national law, etc.), in a motivating administrative environment.
  • Unit A.3 is small and friendly (four administrator's posts, including the head of unit post, and one assistant's post).
  • One of the members of unit A.3 acts as personal data protection officer.
  • Tasks include:
    • assisting the members of the institution and the departments of the general secretariat on any legal matters;
    • distributing and analysing case law relevant to the institution;
    • drawing up legal opinions and in-house documents;
    • participating and representing the legal service in departmental working groups and Committee of the Regions bodies;
    • drawing up draft replies to appeals submitted under Article 90(2) of the Staff Regulations;
    • following up on disputes (procedural steps, representing the institution).
    •  The CoR's unit A.3 works closely with the other departments of the general secretariat and is in constant contact with other institutions. 

Qualifications and skills required:

  • Sound knowledge of the law (particularly civil service law, public procurement and the financial regulation) and the functioning of the EU institutions.
  • Ability to be discreet and excellent organisational skills.
  • Initiative.
  • Team leadership skills.
  • Ability to communicate easily on complex legal matters.
  • Thorough knowledge of one official EU language and a good knowledge of at least one other official EU language.
