This post requires strong aptitude for managing communication projects in an independent and cooperative way. More specifically, the official will be required to manage the following areas of activity:
  • developing and organising the annual European Conference on Public Communication (EuroPCom), including the programming process and logistical coordination;
  • enhancing online outreach of CoR events and managing its Massive Open Online Course (MOOC) annual updates and the follow-up;
  • developing and organising other key events of the CoR, including the programming process and logistical coordination;
  • follow-up of the CoR services to external conference organisers, in particular in terms of strategy and political validation;
  • contributing to the development and implementation of the annual communication plans of the CoR, including the monitoring and evaluation process. 

The administrator will need to: 
  • analyse the political priorities and activities of the CoR commissions and of the other European institutions, to detect possible connections and opportunities for CoR conferences and for online outreach/the MOOC;
  • develop concepts and programmes for the CoR conferences, manage the internal validation process and implement the approved concepts;
  • liaise with institutional partners, experts, speakers, suppliers and communication partners for each of the conferences and of online outreach/the MOOC;
  • manage the internal coordination of the events' organisation, with the unit's colleagues and other CoR services;
  • follow-up of the budgetary planning and post-event reporting;
  • define, develop and implement indicators for measuring the impact and for evaluating the projects.

Qualifications required:

  • good knowledge in the field of communication, in particular with regard to online tools and innovative communication strategies;
  • good knowledge of the European institutions, their policies and communication strategies;
  • good knowledge of the activities, workings and political priorities of the European Committee of the Regions;
  • organisational ability, particularly as regards project management;
  • experience in leading a small team;
  • a good understanding of the principles of the budget management of the European institutions;
  • aptitude for coordinating inter-departmental and inter-institutional activities related to the remits of the unit;
  • thorough knowledge of one official language of the EU and very good knowledge of another official language of the EU. For functional reasons, a very good knowledge of English or French is required. Knowledge of other official languages would be an asset.
