NAT Stakeholders Consultation The EMFF beyond 2020

The European Committee of the Regions (CoR) is drafting an opinion on the "The European Maritime and Fisheries Fund (EMFF) beyond 2020 – Investing in Europe's Coastal Communities".

The Rapporteur of the opinion, Alberto NUNEZ FEIJOO (ES/EPP), President of the Region of Galicia (Presidente de la Xunta de Galicia), together with his expert, would be delighted to meet representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.

The consultation will take place on:

23 January 2017 between 11.30 and 12.30

At the premises of the European Committee of the Regions
(Rue Belliard 99-101, B-1040 Brussels)

Room JDE 70

The Rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, stakeholders will be invited to exchange views with the Rapporteur.

To shape the debate, a set of preliminary questions has been drafted:
  • Do you think that a change in the objectives of the EMFF is needed and if yes, which?
  • Does the current EMFF envelope contain the means and the appropriate instruments to fulfil the targets of the CFP and the European maritime policy? Is the fund in your opinion equipped to meet future challenges?
  • Can synergies between different European Structural and Investment Funds be utilised, and if yes, which and how?
  • Do you think that a redesign of the EMFF is justified only after only a few years  of its existence?
  • In your opinion, is a total overhaul of the funding system needed in order to avoid overlapping?
  • Taking into account the scenarios presented by the White paper on the future of Europe, which of the scenarios applies to the future of EU fisheries and EU maritime affairs, especially in the context of the latest international developments?
  • Do you think that extensive territorial impact assessments are needed before introducing ground-breaking changes to policies or major funding instruments?
  • What in your opinion is the best approach to the budget gap resulting from "Brexit" and its policy implications?
  • Would you consider a new EMFF a possibility for a differentiated approach to sea basins?

In addition, if you have any position papers relevant to the subject, you are welcome to send them to the NAT Commission secretariat by e-mail.

The meeting will be held in Spanish and English with simultaneous interpretation, allowing you to speak in both languages. Please note that the Rapporteur's language is Spanish.
