Secretary General attended the meeting of Directors General responsible for the Territorial Cohesion and Urban Matters from all EU- Member States on 23 and 24 October in Tallinn.

The DG meeting on Territorial Cohesion focused its discussion on four topics:

On the cross-border issues, the initiative of creating a European Cross-border Convention procedure and tool (ECBC) complementary to the EGCT instrument was supported by the CoR. A general agreement was found on the roadmap of the renewal for Territorial Agenda 2020 and on the proposal to set up a Task force on the matter, which should start still under the Estonian Presidency.
The issue of shrinking cities and regions was also on the agenda. All the stakeholders underlined the importance of the topic and the CoR highlighted the need to foster the linkage between urban and rural areas. The Estonian Presidency concluded the meeting by providing a short overview on the Estonia-Austria-Bulgaria TRIO Presidency Programme.

During the DG Meeting on Urban Matters, the drivers and the challenges of digitalizing governance and thepublic services in the EU urban areas were discussed.The implementation of the Urban Agenda and the role of UN habitat in implementing the UN sustainable Development Goals were outlined. The focus was also put on theActions plans of Four Amsterdam Partnerships, on the inclusion of Migrants and refugees, on Housing, on Urban Poverty and on Air Quality.

The DGs of Urban matters also analyzed the progress of the four Maltese Partnerships launched on 4 April and for which the CoR suggested to make a link to the Better Regulation Agenda and its REFIT platform. Concerning the Partnership on public procurement, the CoR will draw up an opinion on the Public Procurement Package in 2018.
