Six separate commissions (groups of Members) prepare the opinions of the Committee of the Regions in response to proposed new legislation by the European Commission. These commissions then submit draft versions of opinions and resolutions for discussion and adoption at every Plenary Assembly.
The opinions discussed and adopted in the separate Commissions form the basis of the CoR's position on local and regional responses to these issues.
The CoR thus seeks to influence the wider EU institutional debate as well as the legislative and policy agenda in order to make sure that the challenges faced at the local and regional level – and the responses to them – are understood and taken on board.
The remits of the separate CoR commissions reflect CoR's key policies which in turn are closely aligned with the priorities of the EC and the EP.
The composition of each Commission reflects the political and national composition of the CoR.
